YATIRIM VE DÜZENLEME İKİLEMİ: YENİ NESİL TELEKOMÜNİKASYON ŞEBEKELERİNE ERİŞİM FİYATININ BELİRLENMESİNDE REEL OPSİYON YAKLAŞIMI

Yatırım ve düzenlemeler arasındaki ilişki ekonomi literatüründe önemli bir yere sahiptir. Konu, şebeke endüstrileri bakımından, özellikle pazara yeni girişlerin düzenlenmesi noktasında daha da önem kazanmaktadır. Hizmet ve şebeke esaslı rekabet olarak adlandırılabilecek iki temel politika aracının birlikte uygulanmaya çalışılması, düzenlemelerin zorluğunu net bir biçimde ortaya koymaktadır. Bu durumda her ne kadar, şebekelerin pazara yeni giren firmalara kullandırılması yaygın bir biçimde kabul görmekle birlikte, erişim ve/veya arabağlantı koşulları ve fiyatının ne olması gerektiği halen ciddi bir tartışma konusudur. Tartışmalar, telekomünikasyon sektörü özelinde yeni nesil şebeke yatırımlarına duyulan ihtiyaç nedeniyle yeniden güncel hale gelmiştir
