BORDA SAYIMLI SINIRLI TERCİHLİ OYLAMA MODELİ VE YASAMA ORGANININ OLUŞUMU
Siyaset biliminde temsil ile demokrasi ilişkisi ve tercihlerin temsile yansıması sorunu önemli bir yer tutmaktadır. Ülkeler, uyguladıkları seçim sistemi modeli ile genellikle temsilde adalet ve yönetimde istikrar ilkeleri arasında bir denge gözetmeye çalışırlar. Uygulanan seçim sistemi kararında ise neredeyse her ülke kendi dinamiklerini dikkate alır. Bu çalışmada, Borda sayımı hesaplama yöntemi kullanılarak oluşturulacak olan sınırlı tercihli oylama modelinde yasama organının oluşmasına değinilmektedir. Bu doğrultuda çok partili bir ülke olan Türkiye’de yasama organının seçiminde uygulanan tek tercihli modelin, sınırlı tercihli olarak değişmesi ve hesaplama yöntemi olarak uygulanan d’Hondt sisteminin yerine Borda sayımının getirilmesi durumunda ortaya çıkacak yeni tablo incelenmiştir. Gerçekleştirilen anket çalışması ile elde edilen bulgular, kozmopolit bir yapıya ve mecliste en çok sandalyeye sahip olan İstanbul ili üzerinden değerlendirilmeye çalışılmıştır. Bulgular sonucunda, uygulanan Borda sayımlı sınırlı tercihli oylama modeli, yasama organının sandalye dağılımında daha çoğulcu bir yapı ortaya çıkarmakta ve temsilde adalet ile orantılı temsili artırıcı yönde bir etki ortaya koymaktadır.

Formation of the Legislature in the Limited Alternative Vote and Borda Count Model
The relationship between representation and democracy and the problematic of representation of preferences have an important place in political science. Countries try to balance fair representation and governance stability through the electoral system they choose to use. Almost every country takes into consideration its own dynamics in the eligibility determination of the electoral system applied. This article aims to discuss the formation of the legislature in the limited alternative voting model, which will be created using Borda count calculation method. In this respect, the new table have been examined occurring for changing of the electoral system in Turkey which is multiparty country from a party-list proportional representation system to limited alternative voting and for changing of calculation method from d’Hondt system to Borda count. The results obtained from the survey carried out have been tried to be evaluated over the city of Istanbul, which has a cosmopolitan structure and has the highest number of members of parliament. According to the survey results, the limited alternative voting model with Borda counting reveals a more pluralistic structure in the distribution of seats in the legislature and has an effect that increases fair representation and proportional representation.
