ULUSAL GÜVENLİK VE EKONOMİK İSTİHBARAT: FRANSA, ABD VE ÇİN HALK CUMHURİYETİ ÖRNEĞİ
Ekonomik güvenlik kavramı son dönemlerde sıklıkla atıf yapılan ve ülkelerin ulusal güvenlik konsepti içerisinde önemi artan bir husus olmaya başlamıştır. Soğuk Savaş sonrasında güvenliğin incelenme alanlarının genişlemesi akademik yazında ekonomik güvenliğin daha fazla yer bulmasına neden olmuştur. Ekonomik güvenliğin sağlanabilmesinde ekonomik istihbarat kazanımlarının etkisi ise yadsınamaz hale gelmiştir. Ekonomik istihbarat çalışmaları tarihin en eski dönemlerinden bu zamana kadar devam edegelen bir alan olmasına karşın küreselleşen dünya yapısı ile birlikte ekonomik istihbarat kurumları ülkelerin istihbarat kurumları içinde başlı başına kurumsal yapılar halini almaktadır. Bu nedenle bu çalışmada ulusal güvenlik içinde ekonomik güvenliğin yeri ve ekonomik güvenliğin sağlanabilmesinde ekonomik istihbarat çalışmalarının konumu incelenmeye çalışılmıştır. Çalışmada ilk olarak güvenlik ve istihbarat kavramlarının teorik yönden incelenmesi gerçekleştirilmiştir. Devamında ekonomik istihbarat kavramının istihbarat sınıflandırması içindeki yeri ve gelişimine yer verilmiştir. Son bölümde ise Fransa, ABD ve Çin Halk Cumhuriyeti’nin ekonomik istihbarat çalışmaları ve düzenlemeleri incelenmiştir. Her ülkenin farklı ekonomik istihbarat anlayışı ve kurumsal yapıları olsa da, belirtilen ülkelerin ekonomik istihbarat çalışmalarına rekabetçi dünya düzeninde daha fazla ekonomik ağırlık elde edebilmek amacıyla artan bir şekilde başvurduğu sonucuna ulaşılmıştır.

NATIONAL SECURITY AND ECONOMIC INTELLIGENCE: THE CASE OF FRANCE, USA AND PEOPLE'S REPUBLIC OF CHINA
The concept of economic security has become an issue that has been frequently referred to in recent years and has become an increasingly important issue within the national security concept of countries. After the Cold War, the expansion of the fields of study of security caused economic security to find more place in the academic literature. The effect of economic intelligence gains in ensuring economic security has become undeniable. Although economic intelligence studies are an ongoing field from the earliest periods of history, economic intelligence institutions become institutional structures within the intelligence institutions of the countries with the globalizing world structure. For this reason, in this study, the place of economic security in national security and the position of economic intelligence studies in providing economic security have been tried to be examined. In the study, firstly, the theoretical examination of the concepts of security and intelligence was carried out. The place and development of the concept of economic intelligence in intelligence classification is given. In the last part, the economic intelligence studies and regulations of France, the USA and the People's Republic of China are examined. Although each country has a different understanding of economic intelligence and institutional structures, it has been concluded that the mentioned countries increasingly apply to economic intelligence studies in order to gain more economic weight in the competitive world order.
