TUİK’in 2020 yılı değerlerine göre tarımda istihdam edilen kişi sayısı ortalaması 3. 327.000 kişi olup, tarımın genel istihdam içindeki payı ortalama %13,786’dir. Ancak bu sektörde kayıt dışı çalışma oranı diğer sektörlere göre daha yüksek olduğu için bu oranın gerçekte %25 gibi olduğu düşünülmektedir. Klasik tarımsal faaliyetlerden teknolojik gelişmelerin neden olduğu daha karmaşık üretim tekniklerine geçişle birlikte, tarım sektöründe iş kazaları ve meslek hastalıkları sayısında artışlar meydana gelmiştir. . 2019 SGK verilerine göre ise 2758 kişi kaza geçirmiş, 18 kişi vefat etmiş, 4 kişi meslek hastalığına yakalanmıştır. NACE (Nomenclature des Activités Économiques dans la Communauté Européenne) kodlarına göre’de tarımsal faaliyet alanında bulunan birçok iş “Tehlikeli” ya da “Çok Tehlikeli “sınıfta yer almaktadır. Tarımsal faaliyetlerde yaşanan iş kazaları ve meslek hastalıkları sayıları, maden ve inşaat iş kolu ile birlikte ilk sıralarda yer almaktadır. 6331 sayılı İş Sağlığı ve Güvenliği yasası ile iş sağlığı ve iş güvenliği konusunda her sektörde başlatılan çalışmalar tarım sektöründe de başlatılmış ve olumlu sonuçlar görülmeye başlanmıştır. Ancak, tarımsal faaliyetler için yapılacak iş sağlığı ve güvenliği çalışmalarında olumlu sonuçların alınabilmesi için, diğer sektörlere göre biraz daha fazla zamana ihtiyaç vardır. Çünkü tarımsal üretimde birçok farklı faaliyet yapılmaktadır ve yapılan her bir faaliyet farklı riskleri barındırmaktadır. Bu yüzden farklı iş sağlığı ve güvenliği önlemlerine gerek duyulan birçok konu aynı paydada bir araya gelmektedir. Tarım sektöründe üretimin devam edebilmesi için varolan risklerin en aza indirilerek çalışanın güvenliğini sağlamak gerekmektedir. Bunun içinde üreticinin eğitilmesi yani bilinçlendirilmesi ve bir güvenlik kültürüne sahip olması gerekmektedir. Ancak bu konuda gerek AB gerekse ülkemizde çok somut adımlar atılamamıştır. Bu konuda üniversitelerin Tarım ile ilişkili bölümlerinde iş sağlığı ve güvenliği dersine ek olarak tarımsal iş sağlığı ve güvenliği derside okutularak bu soruna çözüm bulma konusunda katkı sağlanabilir.

However, in order to obtain positive results in the occupational health and safety studies to be carried out for agricultural activities, a little more time is needed compared to other sectors. Because many different activities are carried out in agricultural production and each activity carries different risks. Therefore, many issues that require different occupational health and safety measures come together on the same denominator. In order to continue production in the agricultural sector, it is necessary to ensure the safety of the employees by minimizing the existing risks. In this context, the producer should be trained, that is, awareness should be raised and he should have a safety culture. However, no concrete steps have been taken in this regard, either in the EU or in our country. In this regard, in addition to the occupational health and safety course in the departments of the universities related to agriculture, the agricultural occupational health and safety course can also be taught to contribute to finding a solution to this problem.
