Bu çalışmanın ana inceleme konusu sistemik güç olgusudur. Liberal uluslararasıcılık ve neoliberalizm çerçevesinde teorik olarak tanımlanmaya çalışılan güç kavramı, realizmin tanımladığı güç kavramıyla karşılaştırmalı olarak incelenmektedir. Bu çerçevede liberal/neoliberal ile realist yaklaşımların güç tanımları arasında büyük bir fark olmadığı, her iki okulun da ulaşılması hedeflenen sonuçlar itibariyle benzeştigi sonucuna ulaşılmaktadır. Realizm uluslararası ilişkilerde askeri gücün önemine vurgu yaparken, liberalizm/neoliberalizm ekonomik ilişkilerden kaynaklanan gücün onemine işaret etmektedir. Bu çerçevede ortaya konan sistemik güç, bir devletin diğer devletlerin davranışlarını doğrudan etkileyebilme kapasitesi degil, ekonomik ve siyasal sistemin yapısının değiştirilebilmesi sayesinde elde edilen güç olarak tanımlanmıştır. Bu anlamda sistemik güç uluslararasl ilişkilerde hegemonyanm oluşturulması ve sürdürülebilmesi için büyük bir önem kazanmıştır.

This paper analyzes and compares the concept of power as defined both in liberalism/neoliberalism and realism. As a resuit, it is presented that there is not a big difference between the definitions of liberallneoliberal and realist approaches in terms of the goals and both schools converge in that aspect. While realism emphasizes the importance of military power, liberalism/neoliberalism points out the importance of power arising from economic relations. In this analytical framework, a definition of systemic power is presented. Systemic power is not the capacity of a state to have a direct influence on others' behaviors but power that arises from a state's ability to change the political and economic structure of the system. In this context, systemic power is crucial in creating and maintaining hegemony.
