" Eurosclerosis'ten 'Eurosteoporoz'a: Avrupa Birliği'nin uygar güç nosyonunun sonu

Avrupa Birliği kimi düşünürler tarafından bir uygar güç olarak tanımlan- maktadır. Bu kavram sorun çözme becerisi anlamında askeri seçenekler- den ziyade ekonomik enstrümanların ve diplomasinin ön plana çıkmasını ifade eder. Bu süreç, 1973 petrol krizi sonrası sekteye uğramış ve Euroscle- rosis olarak tanımlanan bir durgunluk dönemi yaşanmıştır. Uygar güç so- syolojik bir temele dayanır ve bu politikaların uygulanabilmesi için gerekli motivasyonun Avrupa Birliği’nin halklarının sahip olduğu sosyal ve si- yasal kültürde mevcut olduğu kabul edilir. Ancak uygar güç yaklaşımı özellikle 11 Eylül’den sonra sıkça eleştirilmeye başlanmıştır. Bu çalışmada Avrupa Birliği’nin 2004 ve 2007 genişlemelerinden sonra kimliğini oluş- turan normları ve Avrupa Birliği’nin uygar güç olma nosyonunu kaybet- meye başladığı iddia edilmektedir. Bu durum Avrupa Birliği’nin yapısında bir Eurosteoporoz meydana getirmiştir.

From ‘Eurosclerosis’ to ‘Eurosteoporoz’: End of the civil power notion of European Union

European Union is defined as a civil power by several authors. That term refers to the usage of economic instruments and diplomacy rather than mili- tary options in terms of problem-solving skills. This process suffered a standstill after the 1973 oil crisis and a recession period has experienced which is called as Eurosclerosis. Civil power is based on sociological basis, moreover it is accepted that the motivation which is necessary for the implementation of these policies is available in the social and political culture of the peoples of the European Union. However the approach of civil power is being criticized especially after September 11. In this study, it is claimed that the EU has began to lose both the norms that construct its identity and notion of being a civil power after the 2004 and 2007 enlargements. This situation has created a Eurosteoporoz in the structure of the European Union.
