This article has been written on the base of the office archives materials and devoted to the visit of Turkish Vizier Khusein Khilmi to Kazan in 1910 this appointment with Tatar Muslim population, merchants, politics, intellegentia, the visit to Kazan mosques, medrese (religion schools), orphanage, typography and others are described. Khilmi Pasha’s opinion about the role of public education development is learnt.
