Belge Sağlama Hizmetlerinin Gelişimi ve Türkiye Perspektifi

Bilimsel yayın artışında meydana gelen gelişmeler, enformasyon merkezlerini, kullanıcı taleplerinin karşılanmasında diğer paydaşlarıyla işbirliğine zorunlu kılmıştır. Buna bağlı olarak, kütüphanelerarası ödünç verme ve belge sağlama hizmetleri, enformasyon merkezleri için vazgeçilmez bir hizmet örgütlenmesi olarak ortaya çıkmıştır. Bilginin elektronik ortamda yayımı ve iletişim teknolojilerinde meydana gelen gelişmeler, belge sağlama hizmetlerinde, enformasyon merkezleri yanında, yayınevleri ve ilgili ticari firmaları da aktif hale getirmiştir.Çalışma, tarihsel perspektif içerisinde, iki temel bölümde ele alınmıştır. Birinci bölümde, kütüphanelerarası ödünç vermeden, belge sağlamaya bilgi erişim hizmetlerinin uluslararası düzeyde kavramsal olarak ve uygulama sürecinde nasıl bir gelişim gösterdiği ve teknolojik gelişmelerin bu süreci nasıl etkilediği ele alınmıştır. İkinci bölümde ise, bu alanda Türkiye'de yürütülen çalışmalar genel olarak ele alındıktan sonra, ULAKBİM, Gazi, Hacettepe ve Orta Doğu Teknik Üniversiteleri Kütüphaneleri arasında oluşturulan Ortak Belge Sağlama OBES hizmetlerinin sonuçları ile ulusal düzeyde var olan yapısal sorunlar ve bu sorunlara yönelik çözüm önerileri sunulmaktadır.

Progress in Document Delivery Services and Turkish Perspective

Increase in the number of scientific publications has forced information centers to cooperate with other collaborators to meet user demands. As a result of this, interlibrary loan and document delivery has emerged to be an indispensable service organization forinformation centers. Dissemination of knowledge in electronic media and developments in communication technologies have caused active involvement of publishing houses and trade companies in document delivery along with information centers. In view of the historical perspective, the subject has been treated in two parts in this work. In the first part, the conceptual and practical progress of information access services, from interlibrary loan to document delivery, at the international level, and the impact of technological development on the process are analyzed. In the second part, a general overview of what is being done in Turkey in this field is presented, and then, the outcomes of the “Common Document Delivery” project carried out by ULAKBİM, Gazi University, Hacettepe University and Middle East Technical University,structural problems at the national level, and solution suggestions toward these problems are presented.
