Tunceli tarih boyunca pek çok milletin uğrak yeri olmuştur. Bazı milletler istila için bazı milletler ise istilalardan kaçmak için bu bölgeye gelmiştir. Bölgenin Osmanlı dönemindeki ismi Dersimdir. Cumhuriyet döneminde 1935 yılında Tunceli Kanunu çıkarılarak ilin ismi Tunceli yapılmıştır. Tunceli isminin tunç gibi sağlam insanların memleketi tabiri kullanılmıştır. Tunceli ili yaşamak için çok zor şartlara sahip bir şehirdir. İklimi ve coğrafyası çok çetindir. Tarih boyunca insanlık tabiata değil, tabiat insanlığa hükmetmiştir. Bu sebeple çok çetin şartlarda yaşayan Tunceli insanı tabiatla sürekli mücadele halinde olmuştur. Sel, çığ, heyelan, kaya düşmesi, su baskını, don gibi felaketlerle mücadele edilmiştir. Tüm bunlara ek olarak Tunceli Kuzey Anadolu Fay Hattı üzerinde bulunmaktadır. Pülümür ilçesi birinci derece, Ovacık ilçesi ve Akpazar bucağı ikinci derece ve diğer bölgeleri ise 3. derece deprem bölgesinde yer almaktadır. Son 50 yıl içerisinde meydana gelen doğal afet sıralamasında Tunceli Türkiye’deki iller arasında ilk 10’da yer almaktadır. 1958’den günümüze 924 afet olayı meydana gelmiştir. Tüm bu olumsuzluklar Tunceli şehrinde yaşayan insanların hayatını ve yaşam kalitesini olumsuz bir biçimde etkilemiştir.

Tunceli has been the destination of many different nations throughout history. Some of them came to this region for invasion and the others to escape from the invasion. The region is called ‘Dersim’ in the Ottoman Period. In 1935, Republic Era, the government introduced a new law and changed the name of the city as Tunceli. Tunceli has been used as a name which defines people living there as strong as bronze . Tunceli province is a city having harsh conditions to live there. Its climate and geography are very severe. Throughout the history nature reigned to human not vice versa. For this reason, Tunceli people who live under such circumstances have always struggled with nature. They struggled with flood, avalanche, lanslip, rock fall, flooding. Moreover , Tunceli is located on the North Anatolian Fault. County of Pülümür is located on the first-degree of earthquake zone, county of Ovacık and village of Akpazar are located on the second-degree of earthquake zone and the others are on the third-degree of earthquake zone. Tunceli is among the first 10 provices of Turkey exposed to natural disasters in last 50 years. Since 1958, 924 natural disasters have occured. All of the reasons above affected people’s life quality living in Tunceli in a negative way .
