Orhan Bey döneminden itibaren, siyasî ve malî kaygılarla bahşedilen imtiyazlar Kanuni Sultan Süleyman döneminde tahsis edilen kapitülasyonlarla genişletilmişti. Başlangıçta Osmanlı Devleti'nin kontrolü altında olan kapitülasyonlar yenilenen mukavelelere eklenen bağlayıcı hükümler nedeniyle zamanla temel bir sorun haline geldi. Yapılan mukaveleler, Osmanlı Devleti'nin siyasî ve malî beklentilerini karşılamadığı gibi kapitülasyon verilen devletler günden güne malî, ticarî ve hukukî haklarını arttırdılar. Kapitülasyonlar sayesinde Osmanlı Devleti'nde yaşayan Katoliklerin hamiliğini elde eden Fransızlar, Osmanlı Devleti sınırları içerisinde Katolikliği yaydılar. Yapılan çalışmalar özellikle Ermeniler arasında etkili oldu. Fransızlar bu vesile ile Osmanlı Devleti'nin iç işlerine müdahale etme fırsatı buldular

The concession, from Orhan Bey era which Ottoman State had granted with economic and politic expectations, was extended with capitulations granted by Süleyman I. At the outset they were under total control of the Ottomans, but later became a major problem because of decrees which were added to renewed contracts and which failed to meet Ottoman State's economic and political expectations . The foreign states that benefit from the capitulations increasingly extended their economic, political, commercial and legal rights. Thanks to the capitulations, France, who acquired the status of protector of Catholics, spread Catholicism in Ottoman State. Their activities were effective especially amony Armenians. Thus France found the opportunity to intervene the internal affairs of the Ottomans.
