Information about the first period of the naval operations of the Ottoman Empire is very limited due to the insufficiency of sources. Despite being a focus of interest, the establishment of the Ottoman Navy has still been a subject yet to be illuminated for the same reason. Still, it is possible to establish some facts by relying on Ottoman sources and by evaluating this information in the light of later practice. This paper aims to find some clues as to the establishment and development of the province of Cezayir-i Bahr-i Sefid, which was ruled by the highest officer and commander of the Ottoman Navy and the dockyards.
