Türkiye'de illerarası işsizlik oranı farklılıkları,göç ve ekonomik kalkınma

1960'li yıllardan itibaren hızlanan ve zaman içerisinde etkisini belirgin bir şekilde gösteren göç süreci, Türkiye'de sadece kentsel nüfusların oluşumunu ve mekansal durumlarını değiştirmekle kalmamış, özellikle göç alan-göç veren kentler ve bölgelerin sosyal ve ekonomik gelişimleri açısından önemli sonuçlar doğurmuştur. Buna karşılık, bu dönemde uygulanan bölgesel gelişme çalışmaları ve politikaları başarılı olamamış, 1980'li yıllardan sonra yöntemi ve içeriği değiştirilerek uygulanan yeni politikalarla birlikte eşitsizlikler azalmamış, böylece başta işsizlik olmak üzere toplumun hayati önemde gördüğü birçok konuda düşük bir performans ortaya konulmuştur. Bu çalışma, genel olarak bölgesel gelişmişlik farklarını özel olarak da iller arası işsizlik oranı farklılıklarını ele almakta, göç ile işsizlik arasındaki ilişkiyi analiz etmektedir. Analiz, İBBS Düzey 2 Alt Bölgeler ve Düzey 3 İller bazındaki nüfus-göç rakamlannı ve işsizlik oranlarını kullanmaktadır. Çalışma, 2000 yılında yüksek işsizlik bölgelerinden düşük işsizlik bölgelerine doğru gerçekleşen korelasyon ilişkisinin, 2008 yılında işsizlik oranlarındaki büyük sıçramalar nedeniyle tersine döndüğünü ve hemen her yerde işsizlik gerçeğinin göç hareketini yavaşlattığını, boyut değiştirdiğini vurgulamaktadır.

The rate of unemployment differences in provinces,migration and economic development in Turkey

The process of migration which started to increase in 1960s and showed its effect through the following years not only changed the formation of city> populations and the regional conditions, but also led to important results in terms of economic and social development of in-migration and out-migration provinces and regions in Turkey. However, the regional development policies applied in Turkey in these years were not successful and after 1980s new policies with different content and method also could not reduce the existing inequalities; therefore, vital economic problems for the society, the most important of which is unemployment, could not be overcome. This study considers the differences in unemployment rates both in the city level and in the region level, and analyzes the relationship between migration and unemployment. The analysis uses the rates of unemployment and the figures of population and migration on the NUTS II level (sub-regional level) ana NUTS III level (provinces level). The study emphasizes that the correlation relationship that materialized from high unemployment regions to low unemployment regions in 2000 has reversed in 2008 because of huge increases in the rate of unemployment, and the movement of migration has slowed down because of the fact that the unemployment is virtually everywhere.
