Hollanda'da etnik ilişkiler, gettolaşma ve paralel toplum tartışmaları

Yetmişli yılların ikinci yarısından bu yana Hollanda, göçmen ve azınlık grupların gettolaşması ve segregasyonu hakkında tartışmalara sahne olmaktadır. Ancak ilginçtir geçmişte yapılan tartışmalar, hiçbir somut önlem ve politikayı beraberinde getirmemiştir. Bilakis göçmen yoğunluklu semtlerde yaşayan göçmenlerin başka semtlere dağıtımı yönündeki politikalar, etnik temelli bir ayrımcılık olarak görülmüştür. Söz konusu tartışma son yıllarda yeniden alevlenmiştir. Bu tartışmanın gerisinde sadece son yıllarda etnik yoğunlaşmanın artması değil, aynı zamanda uyum politikalarında meydana gelen değişikliklerde etkili gözükmektedir. Bu tartışmanın yapılış biçimi ve ortaya atılan kanıtlar, öncekinden bir hayli farklıdır. Bugün etnik yoğunlaşma, izlenen uyum politikasına aykırı bir gelişme olarak lanse edilmekte ve olumsuz sonuçlarına dikkat çekilmektedir. Bu makale, söz konusu tartışmalardan hareketle etnik yoğunlaşmanın etnik ilişkiler üzerindeki etkisini, deneysel verilerle test etmekte ve mevcut yoğunlaşmanın segregasyon ve paralel toplum yaratma potansiyelini sorgulamaktadır.

Debates on ethnic relations,ghettoization, and parallel society in the Netherlands

Serious debates on the facts of segregation and ghettoization of immigrants and minority groups have been taking place in the Netherlands since the secorîd half of the 1970's. However, interestingly, previous debates brought no concrete measures or policies against those facts. On the contrary, policies to distribute immigrants into areas other than immigrant-intensive areas have been ethnicity based segregation. The same debate has recently become hot again. In the background of this debate, not only the latest increase in the ethnic intensity but also the changes in the integration policies have important roles. It is important to notice that, this time; both the style and the arguments of the debate are different than before. Today, ethnic intensity, on the one hand, is shown as a development against the integration policies followed so far, and on the other hand, its negative outcomes is paid attention on. While testing, with empirical data, the effects of ethnic intensity on ethnic relations, this paper questions the potential of the current intensity for segregation and creation a parallel society.
