Dünya'da ve Türkiye'de Organ Tedariki ve Nakli: İktisadi Perspektifler, Sorunlar ve Çözüm Önerileri

23 Aralık 1954 yılında gerçekleştirilen canlı donörden ilk başarılı organ naklinin ardından tam 61 yıl geçti. Daha önce ihtimal bile verilmeyen bir tedavi yöntemi, günümüzde on binlerce hastaya umut sağlamaya başladı. Organ nakilleri henüz arzu edilen düzeylerde değil. Sorunun hukuksal ve teknik altyapısında önemli ilerlemeler sağlanmasına karşın; bireylerin bu konudaki eksik bilgileri veya taraflı yaklaşımları, çözüm arayışlarını gittikçe zorlaştırıyor. Bu nedenle, her yıl binlerce insan umuduna ulaşmak için sıra beklerken hayatlarını kaybediyorlar. Diğer yandan her yıl talep edilenden daha fazla organ toprak altına gönderiliyor (Barnett vd., 1993: 669). İnsan hayatını kurtarmada çığıraçılmasını sağlayan organ nakli teknolojisi bir anlamda kendi başarısının kurbanı haline gelmiştir(Gabel, 2003: 1245). Türk iktisat literatüründe organ bağışı ve nakli konularının yeteri kadarincelenmediği tespit edilmiştir. Makalenin temel amacı bu alandaki boşluğu gidermek ve organtedariki ile nakli konusunda dünyada ve Türkiye'de görülen sorunları analiz edip, uygun politikaönermelerinde bulunmaktır.

Organ Procurement and Transplantation in the World and in Turkey: Economic Perspectives, Problems and Recommendations

It has been 61 years after the first successful human organ transplant from a live donor in December 23rd 1954. A treatment method which was not even considered before, now become a hope for thousands of patients. Organ transplantations are still not at desired level. Even though there has been a great progress in legal and technical infrastructure of the problem, individuals' lack of knowledge and biased approach the subject matter makes it harder to find a solution. For this reason, thousands of individuals are losing their lives on the waiting lists while waiting for a hope. According to Barnett et.al., (1993: 669), every year more organs are buried under ground than demanded. Organ transplantation which happens to be a breakthrough technology in saving human lives now became a victim of its own success (Gabel, 2003: 1245). It has been found that in Turkish economics literature organ donation and transplantation topics are not investigated enough. The main purpose of this study is to fill the gap in this area while analyzing problems which we came across in Turkey and around the world and recommend appropriate policy changes.
