I. Dünya Savaşı’na İttifak devletlerinin yanında girme kararı alan Osmanlı Hükümeti, savaş yıllarında tarım ve sanayi sektöründe görülebilecek üretim kaybını önlemek amacıyla Almanya’nın da desteğiyle ülkenin birçok yerinde olduğu gibi Muğla’da da ekonomik kalkınma ve teşvik programları uygulamıştır. Bu programlar dâhilinde bölgede yol yapım ve onarım çalışmaları yapılmış, yerli yatırımcılara ticari ve zirai teşvikler uygulanmış ve modern tarım aletlerinin kullanımının yaygınlaştırılmasına çalışılmıştır. Hububat tohumu ve hayvan ıslah çalışmalarının yanı sıra ücretsiz fidan ve tohumluk dağıtılmış, sınaî ve ticari işletmelerin geliştirilip sayılarının artırılması için kredi desteği sağlanmıştır. Bu girişimler, eğitim ve sağlık alanında yapılan yatırımlarla da desteklenmiştir.

Ottoman Empire decided to enter the World War I on the side of the Allied Forces implemented economic development and incentive programs in Muğla as in many parts of the country with the assistance of Germany in order to reduce the loss of production both in agriculture and in industry during the war. Within the framework of these programs, road building and maintenance activities were performed, industrial and agricultural incentive programs for the domestic entrepreneurs were developed and the use of modern agricultural techniques was promoted. Grain seeds were distributed, activities to render animals more productive were carried out, seedlings were delivered and credits were granted to improve the industrial organizations and increase their number. These attempts were consolidated with the investments made in the fields of education and health.
