Dünyada metropoliten yerleşimlerin ağırlık kazanması, teknolojik ilerlemenin akıl almaz şekilde artması ile afet yönetimi son derece önem kazanmıştır. Çünkü adına afet denilen ve doğalyaşamı sekteye uğratan, işlemesini engelleyen olgu, yerel ve bölgesel olmanın ötesinde küresel olma istidadı taşımaktadır. Bu nedenle, ülkeler afetle mücadelenin önemini kavramış afet yönetiminin ilke ve tekniklerini hayata geçirmek adına hukuksal ve kurumsal yaklaşımlara pozitif hukuk düzenlerinde artan oranda yer vermişlerdir. Türkiye’de dünyadaki gelişmelere uygun olarak afet yönetimi ve afetle mücadelede koordinasyonun önemini ve işlevini ifa edecek örgütü idari teşkilatına dahil etmiştir.

Disaster management along with the rise of metropolitan locations and technological advancements has become a very important issue. Because the phenomenon which is called disaster that impedes natural life has the potential to be not local but global. That’s why countries recognized the importance of fighting against the disaster and to realize the techniques and principles of disaster management institutional and legislative perspectives are gaining ground in positive law. Turkey, has also included the organization in its administrative structure which will handle the diaster management and coordination according to the advancements in the world.
