İşsizlik sigortası, modern anlamda 19. yüzyılın sonları ile 20. yüzyılın baslarında sekil almaya başlamıştır. Birinci Dünya Savası, 1929 Ekonomik Buhranı ve İkinci Dünya Savaşı'nın etkileri ile de dünyada önemli bir sosyal güvenlik aygıtı haline gelmiştir. Türkiye'de ise işsizlik sigortası, çeşitli nedenlerden dolayı ancak 1999 yılında 4447 sayılı Yasa ile ortaya çıkabilmiştir.Bu çalışma, işsizlik sigortasının temel özelliklerine değinmektedir. Bu anlamda, çalışma 4447 sayılı Yasa'nın işsizlik sigortası ile ilgili kısmını ele almaktadır. Diğer taraftan Yasa'ya karsı ifade edilen eleştirileri ortaya koymakta ve bu eleştirilerin çözüm noktalarına değinmektedir. Bu çerçevede, çalışmada genel olarak işsizlik sigortası kavramı, kapsamı ve temel özellikleri ile birlikte, işsizlik sigortasının tarihsel gelişimine ve dünyadaki bazı uygulamalarına yer verilmektedir.

Unemployment insurance has begun to take shape by the end of 19th and the beginning of 20th centuries. It has become a crucial social security instrument throughout the world as a result of the effects of World War I, 1929 Great Depression, and World War II. In Turkey it comes into being just in 1999 by no. 4447 Act due to some different reasons.This work is about the essential characters of unemployment insurance. In this sense, it deals with the articles of no. 4447 Act related to unemployment insurance. It also displays the critics towards to the Act, and mentions about the solutions of problems indicated by the critics. In this frame, this work introduces historical development, and some worldwide application of unemployment insurance as well as the concept (as general), the extent, and main characters of it.
