Türkiye’de Sosyal Güvenlik Sisteminin Kurum ve Kapsam Olarak Gelişimi ve Sosyal Güvenlik Adaleti
Bu çalışma Türkiye’de sosyal güvenlik sisteminin kurum ve kapsam olarak gelişimini ve sosyal güvenlik adaletini analiz etmeyi hedeflemektedir. Sosyal sigorta programlarının kapsamının analizinde, sadece sosyal sigorta programlarına kaydedilenlerin sayısı değil, aynı zamanda fiili olarak bu programlara katkı yapanlar da dikkate alınmaktadır. Sosyal sigorta programlarına ilaveten, sosyal yardım ve sosyal hizmetler de sosyal güvenlik kapsamının belirlenmesinde göz önünde bulundurulmaktadır. Böylece Türk sosyal güvenlik sisteminin kapsamının daha gerçekçi bir şekilde belirlenmesi ve açıklanması hedeflenmektedir. Çalışma ayrıca Türkiye’de sosyal güvenlik adaletinin kurumsal farklılıklar ve sosyal sigorta ve sosyal güvenlik programlarının kapsamı açısından önemini ortaya koymayı ve analiz etmeyi de hedeflemektedir. Analiz sonuçları Türkiye’de sosyal sigorta ve sosyal güvenliğin kapsamının gelişimi için bazı politikaların düzgün şekilde uygulanması ve daha verimli, etkin ve adil bir sosyal sigorta ve sosyal güvenlik sisteminin kurulabilmesi için bazı yasal düzenlemelerin yapılması gerektiğini göstermektedir

This study aims to analyze the development of social security system as of institution and coverage and the social security justice in Turkey. It is considered not only the number of people who are enrolled in social insurance programs but also the actual number of contributors to the social insurance programs in the analysis of the coverage of social insurance. In addition to the social insurance programs, social assistance and social services are taken into account in the determination of social security coverage. Therefore, the study is aimed to determine and explain the coverage of Turkish social security systems more realistically. The study is also aimed to emphasize and analyze the social security justice in Turkey in terms of institutional diversities and coverage of social insurance and social security programs. The results of analyses indicate that several policies have to be carried out precisely in order to develop the coverage of social insurance and social security and some amendments have to be made in order to establish more efficient, effective and just social insurance and social security system in Turkey
