Denhardt ve Denhardt’ın Yeni Kamu Hizmeti Kuramına Bakış

Denhardt ve Denhardt’a göre kamu yönetiminde bir değişim yaşanmaktadır: Zaman içerisinde Geleneksel Kamu Yönetimi yaklaşımı karşısına bir seçenek olarak Yeni Kamu İşletmeciliği yaklaşımı çıkmış ve kürek çeken devletin yerini dümen tutan devlet almıştır. Ancak değişim devam etmektedir. Artık devlet dümen tutan değil hizmet sunandır. Denhardt ve Denhardt ‘ın Yeni Kamu İşletmeciliği yaklaşımı karşısında bir seçenek olarak geliştirdiği model Yeni Kamu Hizmeti Kuramı olarak adlandırılmaktadır. Çalışmanın konusunu da Denhardt ve Denhardt’ın Yeni Kamu Hizmeti Kuramı oluşturmaktadır. Çalışma ile Denhardt ve Denhardt’ın Yeni Kamu Hizmeti Kuramı’nı kamu yönetiminde Geleneksel Kamu Yönetimi ve Yeni Kamu İşletmeciliği Kuramları karşısında hangi açılardan farklı bir yaklaşım olarak konumlandırdığının açıklanması amaçlanmaktadır. Çalışma amacı doğrultusunda “Giriş” ve “Sonuç ve Değerlendirme” dışında iki bölümden oluşmaktadır. İlk bölümde Denhardt ve Denhardt’ın bakış açısı ile kamu yönetiminde yaşanan değişim açıklanmaktadır. İkinci bölümde ise Denhardt ve Denhardt’ın Yeni Kamu Hizmeti modeli; kuramsal temelleri ve ilkeleri çerçevesinde incelenmektedir. Çalışmada yöntem olarak literatür taraması benimsenmiştir. Robert B. Denhardt ve Janet V. Denhardt’ın eserleri ile sınırlı olarak gerçekleştirilen incelemede Yeni Kamu Hizmeti yaklaşımının Geleneksel Kamu Yönetimi ve Yeni Kamu İşletmeciliği karşısında hangi açılardan farklı bir model olarak sunulduğu açıklanmakta ve değerlendirmelerde bulunulmaktadır

A LOOK INTO DENHARDT AND DENHARDT’S NEW PUBLIC SERVICE THEORY

According to Denhardt and Denhardt, public management has undergone a change: In the course of time, the New Public Management paradigm has appeared as an alternative to the Old Public Administration paradigm, and the role of government shifted from rowing to steering. However, the change is underway. The government is no longer steering, it is serving. The new model that Denhardt and Denhardt developed as an alternative to the New Public Management paradigm is referred to the New Public Service Theory. This paper discusses Denhardt and Denhardt’s New Public Service Theory. This study aims at setting forth in what aspects Denhardt and Denhardt positioned New Public Service Theory as a * Savunma Sanayii Uzmanı, Savunma Sanayii Müsteşarlığı, utkuutuk@yahoo.comdifferent paradigm compared to both the Old Public Administration and the New Public Management. It consists of two parts in line with its purpose apart from “Introduction” and “Conclusion and Evaluation”. In the first part, the change in public management is explained from Denhardt and Denhardt’s point of view. As to the second part, Denhardt and Denhardt’s model is examined within the scope of its theoretical foundations and principles. The study method is literature review. This paper, which is restricted to the analysis regarding Robert B. Denhardt and Janet V. Denhardt’s studies, explains and assesses how Denhardt and Denhardt presented the New Public Service as a different model compared to Old Public Administration and New Public Management
