Darülfünun Fen Fakültesi’nin enstitülerini tanımlayan talimatname 1928 yılında onaylanmış olmasına karşın, 1924’te kabul edilen bir Darülmesailer Talimatnamesi ile önce laboratuvarların çalışma koşulları belirenerek temel bilimdallarının altyapısı oluşturulmuştur. Bundan sonra, 1925 yılında Enstitüler Talimatnamesi’nin dokuz enstitüyü kapsayan bir taslağı hazırlanmış ve 1926 yılında sözkonusu iki talimatname ‘Fen Fakültesi Enstitüler Talimatnamesi’ başlığı altında birleştirilerek enstitü sayısı ona çıkarılmıştır. Darülmesai Talimatnamesi ile Enstitüler Talimatnameleri, İstanbul Üniversitesi Fen Fakültesi’nde eğitim ve araştırmada nitelik arayışlarının örnekleri olarak anlaşılabilir.

The Faculty of Sciences of the Istanbul University issued a series of regulations following the legislation defining the autonomy of the University in 1924. The first regulation set the rules for the use of the laboratories, which constituted the prime setting for instruction, experiments and research in the basic sciences. The students were expected to subscribe to the individual laboratories, which was under the supervision of their respective directors. A second regulation issued in 1925 re-organised the departments of the Faculty of Sciences into institutes, including the same laboratories. In 1926 these regulations were combined to create the ten institutes of the Faculty of Sciences of the Istanbul University. The regulation was ratified in 1928.
