A.B.D ve Türkiye’de Geçmişten Günümüze Güvenlik Çalışmaları

Uluslararası İlişkiler disiplininde güvenlik alt dalı son yıllarda diğer alt dallarda da gerçekleşen akımı izleyerek geleneksel kuramsal çerçevelerden inşacı (konstrüktivist) ve eleştirel kuramlara yönelmektedir. Bu noktada Avrupa ve Amerika Birlesik Devletleri (A.B.D.)’nin farklı düzeylerde kuramsal açılımlar yaşadığı gözlemlenmektedir. Bu makale A.B.D.’de yürütülmekte olan güvenlik çalışmalarını kuramsal açıdan incelemekte ve geleneksel çalışmalar ile inşacı çalışmaların geçmişte ve günümüzde çalıştığı konuları saptamaktadır. Makalenin amacı, A.B.D.’deki güvenlik çalışmalarını kuram ve konular açısından inceledikten sonra Türkiye’deki güvenlik çalışmalarını incelemek ve ikisini karşılaştırmaktır. Türk akademisyenlerinin kuramsal çalışmalarının ve çalıştıkları konuların A.B.D. ile örtüşüp örtüşmediğini anlamak amacıyla geniş bir literatürün analizi yapılmaktadır. Böylece Türkiye’de güvenlik çalışmalarının gelişmesi için yapılabilecekler tartışılabilir.

Security Studies in USA and Turkey from Past to Present

Following the trend in other subfields of the international relations discipline, theoretical approaches to security studies transformed from traditional to constructivist and critical theories. The extent of this transformation is different in academic circles of the United States and Europe. While the U.S. is more open to constructivism as an alternative to traditional approaches, European security studies lean towards critical theory. In this paper, we analyze and compare American security studies subfield with the Turkish from a theoretical perspective. First, we analyze the topics of interest to traditional and constructivist studies in the U.S. during and after the Cold War. Next, we conduct a similar analysis of security studies in Turkey from a theoretical perspective. This comprehensive literature review and the following comparative analysis reveal the similarities and differences between American and Turkish security studies to point out the ways in which the field can be developed further
