Atatürk'ün öngördüğü çağdaş uygarlık düzeyine nasıl ulaşabiliriz

Türkiye meşrutiyetlerden ve Cumhuriyet'in kuruluşundan beri Avrupalılaşmak yahut zamanın ileri uygarlık düzeyine ulaşmak için teşebbüslerde bulunmuştur. Bilhassa Cumhuriyetin kuruluşundan sonra , Atatürk'ün yaptığı devrimlerin etkisiyle bu hareket hızlanmıştır. Diğer taraftan Avrupa ve öteki memleketlerde ileri uygarlık düzeyine çıkabilmek için çalışmaktadırlar. Maalesef aramızdaki mesafe kapanmamakta, bilakis büyümektedir. Bu tebliğde "Bu mesafe kapatılabilir mi? Türkiye ileri uygarlık düzeyine erişebilir mi? Erişibilirse, neler yapılmalıdır?" konusu tetkik edilmiş ve ileri uygarlık düzeyine erişebilmemiz için alınması gereken tedbirler sıralanmıştır.

Were all Turkish societies behind others in civilization? Or do we have to be less developed due to a certain reason, such as a deficiency in the genetic code, for example? But the history of civilizations says "No". In Middle Ages, when America was not in the maps yet and European nations were in dark ages, Turkish societies and states had established the world's most developed civilizations of the day, and thus cities such as Kashgar, Tashkent, Semerkant, Baku, Baghdad, Konya, Bursa, Edirne and Istanbul had become centers of civilization and culture with well established universities. Many scholars graduating from those universities contributed extensively to mathematics, astronomy, basic sciences and medicine with their research works. Among many Turkish mathematicians of the day, it was Harizmi who wrote the first algebra book and gave logarithm its name. It was Bruni -500 years before Copernicus-discovered that the earth rotates on its axis and revolves round the sun. It as El Cezeri who studied robotics several hundred years ego. Akşemseddin, who discovered microbes 400 years before Pasteur, and İbn-i Sina are among the most outstanding physicians in the history of medical sciences. During Middle Ages, Turkish Societies were also leading in literature, philosophy and arts with names such as Mevlana, Hacı Bayram Veli and Great Sinan. Turkey's GNP per capita is far behind that of USA, of Japan and even of Greece and South Korea. Energy consumption, higher education, the number of scientists, scientific research and population growth are leading factors which affect the GNP. Economic growth and civilization level in a country are proportional to energy consumption ,higher education extent, scientific research, and the number of engineers and scientists. In addition to the factors which affect a nation's level of civilization, laws that encourage, and support working , employment, education and stability are also important in a country's progress. For example, monopolies in Turkey cause low quality products and unemployment. Turkey needs to develop faster to catch up with the lever of higher civilization. Otherwise, by the 2000's the gap between Turkey and developed countries will be even wider. Therefore, our economic development speed must be about %15. If the Turkish economic growth continues with such a speed, Turkey will catch up with Greece by 2020, and US, West Germany and Japan by the end of the 21st century. In order to accomplish the proposed development, every year we must increase the consumption of energy by %15 and the number of university students by %15 ; and also by 2000 working hours must be increased by % 27.5 and the population population growth must be reduced from %2.5 to 1.5. We should invest more on energy. We must work on thorium -based atomic reactors, since thorium is more abundant in Turkey than uranium. We should also establish a new R&D Institute to investigate new sources and types of energy. Private universities should be stimulated. The emigration to countries that welcome emigrants must be encouraged, both for economic and political reasons.
