İl Genel ve Belediye Meclis Üyelerinin Yerel Yönetimler Konusunda Avrupa Birliğine İlişkin Yaklaşımları: Hatay Örneği/Approaches of The Councıl Members of Provıncıal And Munıcıpal About Local Government Under European Unıon Polıcıes: Sample of Hatay

Öz Bu çalışma belediye meclis üyeleri ve il genel meclis üyelerinin Avrupa Birliğini ve Türkiye'nin AB'ye katılım sürecini nasıl algıladıklarını ortaya koymayı amaçlamaktadır. Bu amaçla belediye meclis üyelerine ve il genel meclisi üyelerine Türkiye'nin AB üyelik süreci ile ilgili üyeliğe verdikleri destek, üyelik sürecinin sonuçları, üyelik için gerekli reformlar, AB açısından Türkiye'de yerel yönetimlerin durumu ve yerel özerklik gibi konularda sorular sorulmuştur. İki Bölümden oluşan çalışmanın birinci bölümü kavramsal çerçeve ve süreçle ilgilidir. İkinci bölüm, Hatay'daki belediye ve il genel meclis üyelerinin AB algılamalarına ilişkin görüş ve yaklaşımları ortaya konmaktadır. Sonuçta ise teorik bilgilerle anketlerden elde edilen analizlerin bir değerlendirmesi yapılarak bazı önerilerde ve yorumlarda bulunulacaktır. Anahtar Kelimeler: Avrupa Birliği, Yerel Yönetim, Yerel Özerklik, Hizmette Yerellik Abstract This study aims to present the perceptions of provincial and municipial council members about the European Union and Turkey's accession to the EU. To this purpose, provincial and municipal council members were asked to answer questions about Turkey's accession process such as their support for Turkey's membership, the results of the Turkish membership, the reforms needed for full membership, the condition of local government in Turkey in light of EU policies and local autonomy. The first part of this study consists of conceptual framework and the history of Turkish accession process. The second part discusses the results of a survey which contains views and tendencies of municipal and provincial council members in Hatay. In the concluding section, the data are analyzed using theoretical approaches and some recommendations and remarks have been made.
