Bu incelemenin amaç ve kapsamı: Dünyada bilim ve teknolojide ileri ülkelerin hepsinde yıllar önce gerçekleştirilmiş uluslararası standart ve çapta kurulmuş bilim-araştırma enstitülerine büyük gereksinimi olan Türkiye'mizin sahip olmasını mutlak zaruret gördüğüm ve yıllar önce yapılan çalışmaların süzgecinden geçirerek beraberinde Türk bilim teknoloji hayatını canlandırmak ve motivasyon, rasyonalizasyon ve entegrasyon sağlamak üzere yapılanmayı tamamlamak işlevleri doğrultusunda yasal, idari, mali ve eğitsel düzenlemelerle önlemleri belirli bir sistematik içerisinde ele almaktır.

The aim and the scope of this study is to tackle the necessary steps and the requisites in the fromework of legal, administrative, fiscal and educational organizations within a systemic approach for the reconstruction of Turkish science and technology life in order to stimulate, and to provide motivation, rationalization and integration. This is specially compulsory, giving regard to science and technology (aplied research) institutes at international standards which have been established in countries developped in science technology for which Turkey must have such institutions based on our efforts made many years ago.
