OKUL GELİŞİMİ BAĞLAMINDA DENETİM UYGULAMALARI: OFSTED ÖRNEĞİ

Bu çalışmada, İngiltere’de bağımsız bir hükümet kurumu olanve eğitim alanında Avrupa’da en önemli ve etkili denetim organizasyonlarından biri olan Ofsted’in (The Office for Standards in Education,Children’s Services and Skills) denetim uygulamaları ile bu uygulamaların okul gelişimini nasıl etkilediği incelenmiştir. Çalışmada nitel araştırma yaklaşımına uygun olarak doküman inceleme yöntemi kullanılmıştır. Bu kapsamda, elde edilen bulgular iki ana başlıkta sunulmuştur.Bunlar; (i) Ofsted’in kurumsal yapısı, temel denetim uygulamaları vesüreçleri, (ii) Ofsted denetimlerinin okul gelişimine etkileridir. Çalışmada elde edilen bulgular doğrultusunda; Ofsted’in iyi örnek teşkil edecekdenetim uygulamalarına sahip olduğu, bağımsız statüsü ve kurumsalyapısıyla okul değerlendirme süreçlerinde gücünü ve etkisini koruduğu; Ofsted denetimlerinin ulusal stratejiler ve standartlara erişimeyardımcı olabildiği, öğretmenlerin sınıf içi uygulamalarını, yöntem vetekniklerini değiştirmesinde etkili olabildiği ve öğrencilerin başarılarının artışına katkı sağlayabildiği; buna karşın okullar üzerindeki stres vebaskıyı artırabileceği ve uzun vadede okul gelişimi bağlamında olumluetkilerine ilişkin yeterli kanıtların bulunmadığı görülmüştür.

INSPECTION PRACTICES IN THE CONTEXT OF SCHOOL IMPROVEMENT: SAMPLE OF OFSTED

In this study, the inspection practices of Ofsted, which is an independent government institution in the UK and one of the most important and effective inspection organizations in Europe in the field of education, and affect of Ofsted inspection on school improvement were examined. In the study, document review method was used in accordance with the qualitative research approach. The findings are presented on the basis of two main titles. These are: (i) Ofsted’s institutional structure, main inspection practices and processes, (ii) the effects of Ofsted inspections on school improvement. In line with the findings obtained in the study, it has been seen that Ofsted sets a good example in inspection practices; maintains its strength and influence in school evaluation processes with its independent status and institutional structure; Ofsted inspections can help to accessing the national strategies and standards; is effective in changing teachers’ classroom practices, methods and techniques; contributes to the increase of students’ achievements. However, it has been observed that it can increase stress and pressure on schools and there is insufficient evidence for its positive effects in the context of school development in the long term.
