Moreover, in today’s world where the competition is intensive, the intention of production of quality goods and services forces institutions day by day to give priority to the employment of more qualified people. Within this respect employment of administrative staff has great importance, in order to realize the production of goods and services for the satisfaction of citizens, which is in a sense the existence objective of both public administration and the education management that is a sub-branch of Public Administration. To enable these administrations need management philosophies to make them realize their existence objectives and to define a measurement tool to evaluate and assess their performances and to share these with the public.
