SOLIDARITY BETWEEN POLICE AND MUHTASIB AS AN EXAMPLE OF INSTITUTIONAL COOPERATION IN THE FIRST FOUR CENTURIES OF ISLAMIC HISTORY

Öz The Hisbah organization which was established on the basis of “commanding the good, forbidding the evil” has played an important role in the regulation of social life during the Islamic history. There has been a considerable cooperation between muhtasib that is a voluntary duty based on other –worldly and the police on the other hand which aimed to achieve political and social objectives of the state in the early Islamic history. While Muhtasib was considering the achievement of the affair of the majority of the society on the basis of divine justice, the police always took the affair of political will into account in all the areas. This situation sometimes caused to conflict between those two organizations about duty division in the establishment of security. While muhtasib had been considering as a reliable authority by the public people, the police had been nightmare of those who opposed to the government.
