Performans Yönetiminin Birleşik Krallık'ta Merkezi Kullanımı ile Ortaya Çıkan Yeni Bir Seviye: Ulusal Performans Yönetimi

Son dönemde yaşanan ekonomik krizler, dünyanın büyük bölümünde kamu yönetiminde, idare hukuku bağlamında gelişen “Kıta Avrupa’sı Kamu Yönetimi” anlayışının “Anglo-Sakson Kamu İşletmeciliği” ne dönüşmesini tetiklemektedir. Böylece süreç ve mevzuat odaklı yönetim anlayışı, yeni kamu yönetimi ile sonuç odaklı bir anlayışa geçmiştir. Bu anlayış siyasa yapıcıları, özel sektörden performans yönetim sistemini alarak, kamu yönetimine entegre etmeye cesaretlendirmiştir. Bu çalışmada, Ulusal düzeyde uygulanan Birleşik Krallık (BK) Yukarıdan Aşağı Kamu Performans Yönetimi Modeli (YAKPY) örneği analiz ve test edilmektedir. BK kamu performans yönetimi ulus düzeyinde uygulandığında anlaşılmıştır ki, iki sektör arasında “ölçek” bir sorun değildir. Asıl sorun kamu performans yönetiminin ulus düzeyinde bütüncül olarak uygulanabilmesi için güçlü bir merkezi yönetim ve buna imkân veren toplumsal bir yapılanmanın olup olmadığıdır. Bu çalışmamız ile kamu performans yönetimi literatüründe “bireysel”, “takım” ve “kurumsal” performans yanında “ulusal” performans kavramı da eklenmektedir.

With the Use of Central Performance Management in the United Kingdom Reveals a New Level: National Performance Management

It is observed that by the induction of the economic crises approaching recently, globally in most of the world in public administration, Continental Europe’s idea of public administration which has improved as administrative law has turned into AngloSaxon public management. Thus, process-oriented and legislative administrative approach in the light of this new public management has transformed to outcomeoriented approach. This new approach has encouraged policy makers for integration of the private sectors’ performance management system to public administration system. Bu makale kaynakçada gösterilen ve yazara ait yayınlanmamış doktora tezinden türetilmiştir.In this study, the United Kingdoms’ hierarchic “From Top to Bottom” National Government Performance Management Model (NGPMM) has been analyzed and examined. It is determined that “scale has not been observed as an issue” in these two sectors while applying public performance management system practices in UK nationally. The main issue that this study point it out an existence of an enforceable powerful-holistic central government and the sociological structural types of the state that allows them to implement of the policies. In conclusion, besides the concept of "individual", "team" and "institution" terms in public performance management literature, this study has come up a new scale “ nation” to the terminology.
