2002 yılından sonra Türkiye'nin yoksullukla mücadele performansının değerlendirilmesi
2002 yılından sonra Türkiyede ortalama aylık hanehalkı gelirinde önemli bir reel artış görülürken Gini katsayısında 0,06 puanlık, hanehalkı yoksulluk oranında ise 7,91 puanlık bir azalma gerçekleşmiştir. Türkiyede büyüme ve gelir dağılımını düzelten politikaların karışımının uygulanması mutlak yoksulluğun daha hızlı azalmasına yol açmaktadır. Makroekonomik istikrarın sağlanması, beşeri sermayenin gelişmesi, bölgesel eşitsizliklerin azaltılması ve etkin bir sosyal yardım sisteminin kurulması gibi politikalar gelir dağılımının düzelmesinde ve yoksulluğun azaltılmasında etkili olmuştur. Türkiyede yoksulluk oranındaki azalmanın devam etmesi için gelir dağılımındaki düzelmenin devam etmesi gerekir. Önümüzdeki yıllarda büyüme sürecinin yoksulluğu daha hızlı azaltması Gini katsayısındaki düşüşe bağlıdır. Büyüme hedefleriyle birlikte gelir dağılımıyla ilgili hedeflerin belirlenmesi ülkenin yoksullukla mücadele performansını arttıracak ve yoksulluğun hızlı bir şekilde azaltılmasını sağlayacaktır.
Evaluation of poverty reduction performance in Turkey after 2002
After 2002, the average monthly household income increased significantly in real terms in Turkey, while the Gini coefficient, decreased 0,06 points and poverty household rate decreased 7,91 percentage points. Mix of growth and income distribution policies in Turkey leads to a faster reduction of absolute poverty. Macroeconomic stability, human capital development, the reduction of regional disparities, and the establishment of an effective social assistance system have been effective in reducing poverty and improving income distribution. The rate of poverty reduction depends on the improvements in income inequality. It depends on the reduction in the Gini coefficient that the growth process will lead to faster reduction in the poverty. With growth targets, determination of income distribution targets in Turkey will improve poverty reduction performance of the country and will cause faster poverty reduction.
