Türkiye-Almanya Ekonomik ve Siyasi İlişkilerinin Türkiye’nin AB Üyelik Süreci Bağlamında Analizi

Türkiye ve Almanya arasında ekonomik, siyasi ve sosyal boyutları olan ve köklü geçmişe sahip çok yönlü ikili ilişkiler mevcuttur. Almanya’nın Türkiye’nin Avrupa Birliği’ne (AB) katılım sürecine ilişkin resmi politikası, Türkiye-Almanya ikili ilişkilerinin ekonomik, siyasi ve sosyal boyutlarının şekillenmesinde önemli bir rol üstlenmektedir. Bu çalışma, Türkiye-Almanya ikili ilişkilerinin ekonomik ve siyasi boyutlarını Türkiye’nin AB katılım süreci ışığında incelemektedir. Bu bağlamda, Türkiye-Almanya ikili ekonomik ve siyasi ilişkileri ile Türkiye’nin AB katılım süreci ve bu sürece ilişkin Almanya’nın resmi tutumu arasındaki karşılıklı etkileşim analiz edilmektedir. Çalışmada, Türkiye’nin AB katılım süreci ve Türkiye-Almanya ikili ekonomik ve siyasi ilişkileri arasındaki çift taraflı etkileşim incelenirken, öncelikli olarak Almanya’dan Türkiye’ye gelen doğrudan yatırımlar, ihracat verileri ve Türkiye’de faaliyet gösteren Alman ya da Almanya sermayeli firmaların sayısı gibi veriler, Almanya federal hükümetlerinin, Alman ve Türk siyasi çevrelerinin ve önde gelen iş dünyası kuruluşları ve temsilcilerinin yazılı basına ve ilgili kurumların internet sitelerine yansıyan resmi açıklamaları ve AB Zirvesi zirve sonuç bildirgeleri gibi veri kaynaklarından yararlanılmaktadır.

The deep-rooted and multidimensional bilateral relations between Turkey and Germany rest upon economic, political and social aspects.Germany’s official attitude towards Turkey’s European Union (EU) accession process serves as a major determinant of the economic, political and social dialogue between Turkey and Germany. This article attempts to study the economic and political aspects of Turkish-German bilateral relations in light of Turkey’s EU accession process. In this vein, it analyzes the mutual interplay between Turkish-German economic and political dialogue, on the one hand, and Turkish accession process as well as official German position on Turkish membership in the EU, on the other. To examine this mutual interaction the article primarily draws on relevant official data including German foreign direct investment in Turkey, German exports to Turkey and the number of German companies or companies with German capital operating in Turkey, the official statements of the German federal governments, German and Turkish political circles andkey representatives of German and Turkish business world as reflected in the media and the official websites of relevant institutions, and the conclusions of the European Council summits.
