AB Vizyonları ve Türkiye’nin AB Üyeliği

Avrupa Birliği (AB)’nin öncüsü olan Avrupa Ekonomik Topluluğu (AET)’nun 6 Avrupa ülkesi (Belçika, Almanya, Fransa, İtalya, Lüksemburg ve Hollanda) tarafından 20. yüzyılın ortalarında kurulmasından bu yana Avrupa’daki bütünleşme süreci 21. yüzyılın başlarında 27 üyeli Avrupa Birliği’yle sonuçlandı. Türkiye’nin bu bütünleşme sürecine katılımı 1959 yılında AET’ye üyelik başvurusuyla oldu. Bu başvurudan dört yıl sonra, Türkiye ile AET Ankara’da Ortaklık Anlaşması’nı imzaladı ki bu anlaşmanın 28. maddesine göre Türkiye gelecek bir zamanda topluluğa tam üye olarak katılabilecekti. Ancak o tarihten bu yana AB-Türkiye ilişkileri hep inişli çıkışlı oldu. Mesela 1980 darbesini takip eden süreçte, Ocak 1982’de, AET Ankara Anlaşması’nı askıya alma ve Türkiye ile siyasi ilişkileri dondurma kararı aldı. 4 yıl sonra ilişkiler yeniden düzelmeye başladı ve 1987 ylında Türkiye AET’ye tam üyelik başvurusunda bulundu. Bu başvuruya cevap olarak AB Komisyonu 1989 yılındaki kararında topluluğun yeni üye almasının 1992 yılına kadar gündemde olmadığını belirtti. 1995 yılında ise Türkiye AB ile Gümrük Birliği anlaşmasını imzaladı, ki bu anlaşma o dönemde tam üyelik yolunda önemli bir adım olarak sunulmuştu. Ancak Aralık 1997 yılındaki Lüksemburg zirvesinde Türkiye’nin aday adaylığı kabul edilmesine rağmen Türkiye, AB’nin doğuya doğru genişleme sürecinin dışında tutuldu.
