Büyük Ölçekli Kentsel Projeler

20. yüzyılın ikinci yarısında hız kazanan kentleşme eğilimi yeni çağda yükselmeye devam etmektedir. Kentleşme eğilimi, hizmet sektörü gelişimine paralel olarak yükselen tüketici kent olgusu ve ekonomik kutuplaşma kentsel toprağa müdahale potansiyelini güçlendirmektedir. Bu süreçte kent toprağına değer katma hedefi doğrultusunda geliştirilen plan ve politikalar stratejik bir araç olarak kentsel proje kavramını ortaya koymuştur. Kentsel proje geliştirme yaklaşımı sermaye ve ekonomik hareketliliği bir noktaya odaklarken, kentsel rant ve spekülasyonu harekete geçirme, kent altyapısının yükünü arttırma ve mevcut kent planlarının kapasitesini değiştirme gibi temel etkileri üstlenirken kentsel kaliteyi, kamusal mekan kapasitesini, istihdamı yükseltmeyi vaad etmektedir. Bu yaklaşım biçiminin şehir planlama süreci ile bütüncül bir şekilde kurgulanması önem arzetmektedir. Bu çalışma büyük ölçekli kentsel proje kavramının günümüzdeki yerini, anlamını, kentleşme sürecine etkilerini araştırarak planlama sürecine entegrasyon sorunsalını tartışmaya açmaktadır.

Large-Scale Urban Projects

The urbanization trend that gained momentum in the second half of the 20th century continues to rise in the new era. The trend of urbanization, the phenomenon of consumer city rising in parallel with the development of the service sector and economic polarization strengthen the potential for intervention in urban land. In this process, the plans and policies developed in line with the goal of adding value to the urban land have revealed the concept of urban project as a strategic tool. The urban project development approach, which focuses capital and economic mobility on a certain point, promises to increase urban quality, public space capacity, employment, undertaking the main impacts such as activating urban rent and speculation, increasing the burden of urban infrastructure, and changing the capacity of existing urban plans. It is important that this approach is designed in a holistic manner with the city planning process. This study aims to explore the current position, meaning, and impacts of large-scale urban project concept on the urbanization process and open up the discussion on the integration problem in the planning process.
