AMERİKA BİRLEŞİK DEVLETLERİ’NDE (ABD) İDARİ DEVLETİN GELİŞİMİ VE WOODROW WILSON’UN ETKİSİ

Bilim adamı ve devlet adamı olarak Wilson’un çalışmalarının ve düşüncelerinin, kamu yönetimininbir akademik disiplin olarak gelişmesinde ve Amerikan devlet yönetiminin tekamülündebüyük etkisi olmuştur. Wilson’un çalışmasında savunduğu iki tez kamu yönetiminin görece kısasayılabilecek tarihi boyunca kamu yönetimi uygulama ve kurumsal tartışmalarında büyük ölçüdegündemini korumuştur. Bunlardan birincisi siyaset ve yönetim ayrışması, ikincisi ise kamu yönetimindeverimliliği ve etkinliği sağlayacak evrensel bilimsel yönetim ilkelerinin oluşturulmasıve kamu yönetiminde kullanılmasıdır. Zaman zaman eleştirilmesine karşın Wilson’ın düşünceleridoğrultusunda oluşturulan kamu yönetimi anlayışı ABD’de etkisini büyük ölçüde devamettirmektedir. Çalışmada, Wilson’un ABD’de kamu yönetimi kuramı ve uygulamalarının gelişimsürecine katkıları tarihsel kesitler halinde ele alınmıştır.

THE EVOLUTION OF ADMINISTRATIVE STATE IN THE UNITED STATES (USA) AND THE IMPACT OF WOODROW WILSON

Wilson, as a scientist and statesman, has had a great impact on the development of publicadministration as an academic discipline and in evolution of the American administrative state.The two theses Wilson argued in his study have been largely populer in public administrationpractice and institutional discussions throughout the relatively short history of publicadministration. The first thesis is the separation of politics and administration, the second one isthe development and creation of universal principles of scientific administration that will ensureefficiency and efficiency in public administration. Even though it is criticized from time to time,the public administration theory and practices, which was formed in line with Wilson’s ideas andstudies, continues to have a dominant impact on the American public administration. This studydiscusses Wilson’s contribution to the evolution of theory and practice of public administrationin the USA within a historical period.
