KUŞAKLAR ARASI MERKEZİLEŞMEYE KARŞI YERELLEŞME TARTIŞMASINDA İDARELERARASI TRANSFERLERİN YERİ

Bu çalışmada mali yerelleşmenin birinci (BKT) ve ikinci kuşak teorilerinde (İKT), merkezileşmeye karşı yerelleşme tartışmaları, her iki durumda ortaya çıkan fayda ve maliyetler, bu maliyetlerin ortadan kaldırılmasında idarelerarası transferlerin rolü ve etkileri irdelenmiştir. BKT, idarelerarası transferlerin, 'yerelleşmenin bir takım maliyetlerinin giderilmesinde' önemli bir rolü olduğunu savunurken İKT yerel yönetimlerin "mali kurtarılmaya" hazır halde tutulduğu bir ortamda, kamu sektörünü etkinsiz bir şekilde genişletecek karşı konulamaz teşvikler yaratacağını belirtir

THE CASE OF INTERGOVERNMENTAL FISCAL TRANSFERS IN THE DEBATE ON DECENTRALIZATION VERSUS CENTRALIZATION BETWEEN GENERATIONS

This study examines general discussions of decentralization versus centralization, in both cases the resulting advantages and disadvantages, and the role and effects of intergovernmental grants on the elimination of these disadvantages in the first (FGT) and second generation theories of fiscal decentralization (SGT). While FGT is dealing with the intergovernmental grants as an important fiscal resource by adopting an interventionist role in eliminating some costs of decentralization, SGT implies that there are substantially irresistible incentives for decentralized governments to extent public sector beyond efficient levels, in the setting where grants provide a ready bailout for local governments
