AFET LOJİSTİĞİ ÜZERİNE KAVRAMSAL BİR İNCELEME

Afetler geniş çaplı ekonomik, sosyal ve çevresel kayıplara neden olan, toplumun günlük işleyişini bozan ani ve yıkıcı olaylardır. Afet lojistiği, afetzedelerin ihtiyaç duyduğu insani yardım, malzeme, gıda, ilaç ve sağlık hizmetleri ile bilgi ve insan kaynaklarını etkin bir şekilde ulaştıran sistemlerdir. Afetlerin yol açtığı zararların ve kayıpların en aza indirilmesi, afet sonrasında yeniden yapılanma ve sağlıklı bir iyileşmenin sağlanmasında başarılı bir afet lojistik stratejisi büyük öneme sahiptir. Afet olaylarının her aşamasında afet lojistiği operasyonları etkin ve verimli bir şekilde yönetilmelidir. Afet lojistiği aşamaları temel olarak, afet öncesi hazırlık, afet müdahale aşaması ve afet sonrası iyileştirmeye yönelik çabaları içerir. Doğru planlanmış ve tasarlanmış, acil yardım malzemelerinin afet alanına zamanında ulaştırmayı hedefleyen etkin bir afet lojistik yönetimi, afetlerin yıkıcı etkilerini ve risklerini önemli ölçüde azaltmaktadır. Diğer yandan lojistik operasyonları, afetlerde birçok yerleşim yeri ve alt yapı sistemlerinin etkilenmesi nedeniyle, gerekli insan kaynağı ya da malzemelerin afetzedelere ulaştırma sürecinde bir takım riskler barındırmaktadır. Bu çalışma afet lojistiği kavramı, afet lojistiğinin afet yönetimi içindeki rolü ve uygulama sürecinde barındırdığı zorluklara ilişkin bilgiler sunmaktadır.

A CONCEPTUAL EXAMINATION ON DISASTER LOGISTICS

Disasters are sudden and devastating events that cause extensive economic, social and environmental losses and disrupt the daily functioning of society. Disaster logistics are systems that effectively deliver humanitarian aid, materials, food, medicine and health services, information and human resources needed by disaster victims. A successful disaster logistics strategy is of great importance in minimizing the damages and losses caused by disasters, restructuring after disasters and ensuring a healthy recovery. Disaster logistics operations must be managed effectively and efficiently at every stage of disaster events. The stages of disaster logistics basically include pre-disaster preparedness, disaster response and post-disaster recovery efforts. An effective disaster logistics management, which is properly planned and designed and aims to deliver emergency aid materials to the disaster area on time, significantly reduces the destructive effects and risks of disasters. On the other hand, logistics operations involve some risks in the process of delivering the necessary human resources or materials to the disaster victims, as many settlements and infrastructure systems are affected in disasters. This study provides information about the concept of disaster logistics, the role of disaster logistics in disaster management and the difficulties it has in the implementation process.
