Günümüzde bilgiye ulaşmanın en kolay yolu olan internet, her konu ve soruya cevap bulabildiğimiz dünyayı saran bir bilgisayar ağı haline gelmiştir. Son on yılda tüm dünyada ve Türkiye‟de kamu ve özel kuruluşlar bilgi ve iletişim teknolojisinin sunduğu olanakları kullanarak verdikleri hizmetleri hızlı, zaman/mekan bağımsız, rahat, çağdaş ve kaliteli hale getirmek için yeni arayış ve yatırımlara girişmişlerdir. Bu çalışmaların sonucu olarak hayatımıza giren e-devlet ve m-devlet uygulamaları sayesinde özel ve tüzel kişiler ile devletin karşılıklı görev ve yükümlülüklerini elektronik iletişim ve işlem ortamında gerçekleştirebilmesi olanağı doğmuştur. Bu çalışmada dünya genelinde ve özellikle Türkiye‟de e-devlet ve m-devlet uygulamalarının hayata geçirilmesi ve yaygınlaştırılmasında engel teşkil eden unsurlar belirlenmeye çalışılmıştır. Ayrıca sayısal uçurum olarak ifade edilen ve toplumum farklı kesimlerin bilgi ve iletişim teknolojilerine erişim oranları aralarındaki farkı gösteren parametreler araştırılmıştır.

Today, internet is the easiest way to reach the information and it has become a global computer network which we could find the answer of all questions. In the last decade, all around the world, governments and private organizations have attempted to new searches and investments for making their services rapid, independent from space-time, comfortable and contemporary and also increasing their services‟ quality by employing the opportunities offered by the internet technology. By the e-gov and m-gov concept developed as a result of these efforts, the opportunity that the citizen and the government can execute their mutual duties and obligations via electronic communication and process media has appeared. In this study, it was tried to determine the obstacles to dissemination of the e-gov and m-gov applications around the world and in Turkey. Also, the parameters of digital divide were studied which showing the difference accessing to the information and communication technologies among the different parts of society.
