Çalışma kamu personel reformu sürecinde yürütülen güncel tartışmaları, kamu sektöründe endüstri ilişkilerini düzenleyen hukuk metinlerinin biçimi ve içeriği üzerinde etkin olduğu varsayılan söylemler ekseninde değerlendirmek maksadını haizdir. Bu bağlamda çalışma, meşruiyet, apaçıklık, temsil, kamu hizmeti ve kamu menfaati gibi nosyonların, söylemler ve buna bağlı olarak siyasi ve yasal keşifler üzerindeki rolünü irdelemektedir. Anılan çaba hukuku bulunduğu yerde daimi ve genel sosyal düzenleme sürecinin mütemmim cüzü olarak resimlemeyi de içermektedir.

This study aims to evaluate the current debates on the public personnel reform on the axis of discourses that are considered to be influential over the content and the form of the legal texts regulating the industrial re- lations at public sector. Against this background, the study aims to assess the role of the notions of legitimacy, evidentness, representation, public service and common good in the formation of discourses and of our politi- cal and legal “discoveries”. This endeavour includes an attempt to view law in its location as a component to a general and persistent process of social regulation
