E-BELEDİYECİLİK UYGULAMALARI: SAN JOSE BELEDİYESİ VE BAŞAKŞEHİR BELEDİYESİ ÖRNEĞİ
İçinde bulunduğumuz bilgi çağı küreselleşmenin de etkisiyle dünyanın çok hızlı bir şekilde deği-şimini sağlamıştır. Bu ortamda devletlerin de değişime ayak uydurması kaçınılmaz hale gelmiş, E-devlet uygulamaları ile birlikte yerel düzlemde de e-Belediyecilik uygulamaları hayata geçiril-miştir. Belediyeler artık klasik yönetim anlayışını terk edip hızla bilgi teknolojilerine adapte ol-makta ve bu noktada büyük bir dönüşüm yaşanmaktadır. Teknolojinin önemli ölçüde varlığını hissettirdiği bu ortamda, bilgi teknolojileri belediyeler tarafından rekabeti sağlama, verilen hizmet-lerin kalitesini ve hızını artırmada yoğun bir şekilde kullanılır hale gelmiştir. Vatandaş ihtiyaçla-rını sağlamak üzere kaliteli ve hızlı hizmet sunmak zorunda olan yenilikçi belediyeler vatandaş-lar tarafından büyük bir engel olarak görülen bürokratik işlemleri bu uygulamaları hayata geçire-rek bir nebze de olsa devre dışı bırakmıştır. Binaya gerek duymayan ilk dijital belediye olan Mo-lenwaard Belediyesi de e-Belediyecilik hizmetleri konusunda geleceğe ışık tutmaktadır. Bu çalış-mada, e-Belediyeciliğin kuramsal çerçevesi üzerinde durulmuş, e-Belediyecilik uygulamalarına değinilmiş, e-Belediyeciliğe ilişkin örnekler üzerinde durulmuş e-Belediyeciliğin önemine vurgu yapılmıştır. İçerik analizi ve mülakat yöntemlerinin kullanıldığı çalışmada ABD’nin inovatif uygu-lamaları ile öne çıkan San Jose Belediyesi ile Başakşehir Belediyesinin e-Belediyecilik uygulama-larına yer verilmiş, belediyelerde bilgi ve iletişim teknolojilerine bağlı hizmet dönüşümünün nasıl gerçekleştiği örnekler üzerinden açıklanmıştır. San Jose Belediyesi’nin e-Belediyecilik hizmetleri vatandaşların ihtiyaç duyduğu yaygın hizmetlere yönelik olarak biçimlenirken Başakşehir Bele-diyesi’nin e-Belediyecilik hizmetlerinin bilgi verme ve ödeme işlemleri üzerinde yoğunlaştığı gözlenmiştir.

E-MUNICIPALITY APPLICATIONS: A SAMPLE OF SAN JOSE MUNICIPALITY AND BAŞAKŞEHIR MUNICIPALITY
The information age we live in provides a faster change in the world with the effect of globaliza-tion. In this environment, it has become inevitable for the states to keep up with the change, and e-Municipality applications have been implemented at the local level along with e-government appli-cations. Municipalities are now abandoning the classical management approach and quickly adapting to information technologies, and at this point, a great transformation is taking place. In this environment where the presence of the technology is felt at a great extent, information tech-nologies have become intensely used by municipalities to ensure competition and to increase the quality and speed of the services they provide. Innovative municipalities, which have to provide high quality and fast service to meet the needs of citizens, have deactivated the bureaucratic pro-cesses, which are seen as a major obstacle by the citizens, by actualising these applications. Mo-lenwaard Municipality, the first digital municipality that does not need a building, also sheds light on the future of e-municipal services. In this study, the theoretical framework of e-Municipality has been dwelt upon; e-municipality applications have been mentioned; the problems experienced and examples of e-Municipality have been emphasized and the importance of e-Municipality has been underlined. In the study, in which content analysis and interview methods were used, the e-municipality applications of Başakşehir Municipality and San Jose Municipality, which stand out with the innovative applications of the USA, were included, and how the service transformation based on information and communication technologies in municipalities took place is explained through examples. While the e-municipal services of the San Jose Municipality composed of the widespread services needed by the citizens, it was observed that the e-municipal services of the Başakşehir Municipality focused on information and payment transactions.
