Bu araştırmanın amacı "Sporun Kitlelere Yaygınlaştırılmasında, Yerel Yönetimlerin Yeri ve Fonksiyonuna (S KYYYF) İlişkin Olarak Ankara İli Metropol İlçeleri Belediye Meclisi Üyeleri (BMÜ)'nin Görüşleri'ni belirlemektir. Araştırmanın evreni Nisan 1999 yerel seçimlerinden sonra oluşan Ankara İli Metropol İlçeleri Belediye Meclisi Üyelerinin tamamıdır. (271 üye). Araştırmanın örneklemi ise, her ilçeden random yöntemiyle belirlenen, toplam 150 belediye meclisi üyesidir. Araştırmadaki veriler tarama yoluyla elde edilmiştir. Anket, önce 30 kişilik bir benzer grup üzerinde uygulanmış, daha sonra uzman görüşleri alınarak son şekli verilmiştir. Araştırma sonuçlarının istatistiksel analizi S.P.S.S 7.0 istatistik paket programıyla yapılmıştır. Değişkenler ile sorulara verilen yanıtlar arasında fark olup olmadığını anlamak için "tek yönlü varyans analizi", farkın hangi gruplar arasında olduğunun anlaşılması için de "Post HocTukey" testi kullanılmıştır. Araştırma sonucunda, BMÜ'nin görev süreleri, eğitim düzeyleri ve bölge farklılıkları ile, yerel yönetimlerin tesis durumu, tesislerin kullanım ve işlştilmesindeki stratejiler, spor konusundaki yasal beklentiler, çeşitli kurumlara malzeme yardımı, belediye spor yönetimi, spor tesislerinin denetimi, bölgelere kurulacak tesislerin asgari sayısı ve spor yatırımları sırasında belediyelerin politik davranma eğilimleri arasındaki ilişkiler karşılaştırılmış,: bu konularda belediye meclisi üyelerinin tutum ve görüşlerinde, görev süreleri ve eğitim durumları fazla değişikliğe yol açmazken, bölge farklılıkları, görüşlerinde büyük oranda farklılığa yol açmıştır.

This study titled "The Role and Function of Local Government in Promoting Public Sports Activities" has been planned with the aim of determining the views of the members of local municipalities in the Ankara Metropol region. The research environment of this project was made up all town council members (271 members) in the Ankara Metropol region, who started to function following the April 1999 local election. The sample group was made up randomly chosen 150 members from every town. The data's in this study obtained by means of questionnaire first of all the questionnaire was applied to a group of 30 people and then the latest version is defined according to the specialist. The statistical analysis of the project was made via the S.P.S.S 7.0 Statistics Program, one-sided variance analysis was used to understand if there was a difference between the variables and the replies given to the questions and post-hoc tukey test was used to understand among which group difference was. At the end of study; the time period of town municipality council members' in office, their educational backgrounds and regional disparities have been compared with the state of local government's sports facilities, strategies of administering and using the facilities, legal expectations in relation to sports material support of some institutions, municipal sports administration the control of facilities, minimum number of facilities planned to be established, political tendencies in sports investment. It was found that in relation to the above subjects members' views, time periods in office and educational backgrounds do not matter much. Yet, it was seen that regional disparities significantly in these matters.
