Yeni Kamu Yönetimi Hareketi’nin Ortaya Çıkmasını Sağlayan Minnowbrook Konferansları

Yönetimler dönemin şartlarına uygun olarak kendilerini geliştirip uyum sağlayamadıkları zaman hantallaşarak yönetme kapasitesinden yoksun, verimsiz duruma gelebilirler. Böyle durumlarda yeni çözüm yolları aranmaya başlanır. 1960’lı yıllarda Amerika ciddi değişimlerle beraber büyük sorunlar yaşadığında, bu sorunlara çözümler sunan çeşitli akımlar ortaya çıkmıştır. Bunlardan biri olan “Yeni Kamu Yönetimi Hareketi,” “Minnowbrook Konferansları” ile beraber ortaya çıkmış ve gelişmiştir. Her yirmi yılda bir düzenlenen konferansların ilki 1968, ikincisi 1988 ve üçüncüsü 2008 yılında gerçekleşirken, dördüncüsü 2028 yılında düzenlenecektir. İlk iki konferans çoğunlukla Amerika’nın sorunları ve sınırları içinde kalırken, üçüncüsünde dış dünyadan daha fazla katılım gerçekleşmiştir. Konferanslarda genellikle Dwight Waldo’nun görüşleri çerçevesinde kamu yönetiminin alakalık düzeyi, sosyal eşitlik ve sosyal adalet gibi konular ele alınmıştır. Çalışmamızda “Yeni Kamu Yönetimi Hareketi”nin ortaya çıkmasını sağlayan Minnowbrook Konferansları, kısaca bu “hareket” ve Türkçe literatürde genellikle birbirleriyle karıştırılan “Yeni Kamu İşletmeciliği” ile "Yeni Kamu yönetimi” ele alınmıştır.

The Minnowbrook Conferences That Emerged the New Public Administration Movement

When administrations are unable to develop and adapt themselves in accordance with the conditions of the period, they may become clumsy and lack the capacity to manage and become inefficient. In such cases, new solutions are started to be sought. In the 1960s, when America experienced major problems with serious changes, various currents that offered solutions to these problems emerged. One of them, the "New Public Administration Movement," emerged and developed with the "Minnowbrook Conferences". The first of the conferences, which are held every twenty years, took place in 1968, the second in 1988 and the third in 2008, while the fourth will be held in 2028. The first two conferences mostly remained within the problems and limits of America, while the third had more participation from the outside world. In the conferences, issues such as the relevance of public administration, social equality and social justice were discussed within the framework of Dwight Waldo's views. In our study, the Minnowbrook Conferences that led to the emergence of the "New Public Administration Movement" and briefly this "movement" and the “New Public Management” and “New Public Administration,” which are often confused with each other in the Turkish literature, are discussed.
