Veri zarflama analizi ile Kapadokya Bölgesindeki Belediyelerin etkinlik ölçümü: 2004 ve 2008 yıllarına ilişkin bir karşılaştırma

ölçülmüş, etkin olan ve olmayan belediyeler belirlenmiş ve etkin olmayan belediyeler için iyileştirmeye yönelik birtakım öneriler geliştirilmiştir. Etkinlik ölçümü dört spesifik model kullanılarak gerçekleştirilmiştir. Bu modeller; çöp hizmetleri modeli, imar hizmetleri modeli, mali model ve su hizmetleri modelidir. Etkinlik ölçümleri 2004 ve 2008 yılları için ayrı ayrı yapılmış ve böylelikle her iki dönem bakımından bu 14 belediyenin etkinlik düzeyleri karşılaştırılmıştır. Analiz sonuçlarına göre çöp hizmetleri modelinde hem 2004 hem de 2008 yılında 5; imar hizmetleri modelinde 2004 yılında 5, 2008 yılında 6; mali modelde 2004 yılında 6, 2008 yılında 9; su hizmetleri modelinde ise 2004 yılında 5, 2008 yılında 9 belediyenin etkin olduğu görülmüştür.

Measuring the efficiency of municipalities in the Cappadocia region using data envelopment analysis: A comparison of 2004 and 2008

In this paper relative efficiency of municipalities in the Cappadocia region were evaluated using Data Envelopment Analysis. Efficient and inefficient municipalities were determined and in order to make improvements some suggestions were developed for the inefficient municipalities. Efficiency measurement was conducted using four specific models. These models are garbage collection services model, reconstruction services model, financial model and water services model. Efficiency measurements were made for both 2004 and 2008; efficiency levels of 14 municipalities could be compared in these two periods. According to the results of analysis; in garbage collection services model 5 municipalities were found to be efficient for both 2004 and 2008. In reconstruction services model numbers of efficient municipalities were 5 and 6 for 2004 and 2008, respectively. 6 municipalities were efficient in 2004 and 9 were efficient in 2008 in the financial model. Finally in the water services model 5 of the municipalities were efficient in 2004 and 9 of them in 2008.
