Oecd ülkelerinin sağlık sistemlerinin etkinlik analizi

OECD üye ülkelerinin Gayri Safi Yurt İçi Hasılalarının (GSYİH) ortalama olarak %9,8’ini harcadıkları sağlık hizmetleri ve sistemlerinin yönetiminde, kaynakların etkin kullanımı kilit rol oynamaktadır. Bu çalışmada, kapsamlı bir literatür araştırmasıyla girdi ve çıktı değişkenleri belirlendikten sonra, en güncel sağlık verileri kullanılarak Veri Zarflama Analizi (VZA) ile OECD üyesi 34 ülkenin sağlık alanındaki etkinlikleri değerlendirilmiştir. Değerlendirilmelerde yaşanabilecek eksik yorumlamaların önüne geçebilmek için Pierce Kriteri kullanılarak yapılan eleme süreciyle ülke sayısı 22’ye indirilmiş ve bu ülkeler tekrar değerlendirilmiştir. 34 ülke arasından 10 ülke etkin olarak kaydedilirken, yeni değerlendirmede 22 ülke içinden sadece yedi ülke etkin olarak belirlenmiştir. Son olarak, değerlendirilmelerde dikkat edilmesi gereken noktalar ve ileriye dönük olarak yapılabilecek iyileştirmeler tartışılmıştır.

Health care sytem efficiency analysis of oecd countries

Efficient use of resources plays a key role in health sector management and health care costs in Organisation of Economic Co-Operation and Development (OECD) member countries account approximately for 9.8% of their GDP. In this paper, after determining the input and output variables from an extensive literature study and using the most recent health care data available, health care efficiency of 34 OECD members are evaluated via Data Envelopment Analysis (DEA). In order to avoid any missing interpretation during the evaluation process, number of countries is initially reduced to 22 based on an elimination process by using Pierce's Criterion, and these countries are re-evaluated. 10 countries out of 34 are listed as efficient, while only seven states in 22 were found efficient in the re-evaluation process. Lastly, points of interest on reviews and prospective improvements are stated.
