Lessons Learnt from KOYMER Agricultural Extension Project in Turkey

Kamunun ekonomideki rolünün azalması, teknoloji transferinde özelalternatifler ve tarımsal yayım hizmetlerinde maliyet paylaşımını teşviketmiştir. Yapısal değişiklikler ülkelerin koşullarına göre farklılık göstermektedir.Bu çalışmada, Türk tarımsal yayım sisteminde yerelleşme, maliyet paylaşımı veçoğulcu yapıyı oluşturmayı amaçlayan KÖYMER Projesi, Türkiye de 566 danışmanile görüşülerek incelenmiştir. Kişisel özellikler, faaliyetler ve sorunlarla ilgili bazıbilgiler anket yoluyla derlenmiştir. Projenin kırsal alanda, yayımcı-çiftçi oranına,bazı teknik ve sosyokültürel konularda davranış değişikliğine pozitif etkileriolmuştur. Ancak, projede, çiftçilerin planlanan finansal katkıları ve öngörülenmodelin sürdürülebilirliği sağlanamamıştır.

The reducing role of public in economy had encouraged the privatealternatives in technology transfer, and also cost-sharing structures inagricultural extension services. The structural changes vary according to thecountry conditions. In this study, KOYMER Project, which was aimed atdecentralization, cost sharing and creating a pluralistic structure in Turkishagricultural extension system, had been examined by interviewing with 566consultants (advisors) in Turkey. Some information on personal characteristics,activities and problems have been gathered through the questionnaires. Theproject had positive effects on extension workers farmers ratios, behavioralchanges in technical and socio-cultural issues in rural areas. But, the plannedfinancial contributions of farmers and sustainability of the model predicted hadnot provided in the project.
