AVRUPA'DA GÖÇ POLİTİKALARININ ULUSÜSTÜLEŞMESİ VE BİR GÜVENLİK KONUSUNA DÖNÜŞÜMÜ: AVRUPA GÖÇ TARİHİNDE YENİ BİR DÖNEM Mİ?

Bu çalışma, uluslararası göçlerin bir güvenlik konusu olarak çerçevelendirilmesinin Avrupaiçin yeni bir deneyim ve göç tarihinde yeni bir dönem olup olmadığı sorusuna Avrupanınİkinci Dünya Savaşı sonrası göç deneyimi ekseninde yanıt aramaktadır. Bu kapsamda göçüngüvenlik konusuna dönüşüm sürecinin Avrupanın İkinci Dünya Savaşı sonrası göç deneyimiiçerisindeki yeri, göç konusunun güvenlikleştirilmesinin ulusüstüleşme süreciyle paralel veayrıştırıcı yönleriyle birlikte tartışılmaktadır. Kuramsal olarak güvenlikleştirme yaklaşımıtemel alınarak Avrupanın İkinci Dünya Savaşı sonrası göç deneyiminin dönemleri ve Avrupaortak göç politikasının gelişimi paylaşılmakta ve çalışmanın ana sorusuna dair bu süreçlerekseninde çıkarımlar sunulmaktadır.Genel olarak değerlendirildiğinde göç, Kopenhag Ekolü tarafından da örnek olarak verilengüvenlikleştirme konularındandır. Günümüz Avrupasında hem önemli bir gündem maddesihem de önemli bir güvenlikleştirme konusu haline gelmiştir. Dolayısıyla göç konusununAvrupalılaşması, bu konuda ulusüstü düzenlemelerin oluşması ve bir güvenlik konusu olarakele alınması, Avrupa için yeni bir deneyim ve Avrupa göç tarihinde yeni bir dönem sayılabilir. Ancak önemli bir nokta, bu dönemin bir anda değil bir sürecin sonucundaoluştuğu, Avrupa tarihinin iç dinamikleri ve sömürgecilik dönemi ilişkilerine uzanan birarkaplanının bulunduğudur.

SUPRANATIONALISATION OF THE MIGRATION POLICIES IN EUROPE AND TRANSFORMATION INTO A SECURITY ISSUE: A NEW PHASE IN HISTORY OF EUROPEAN MIGRATION?

This study seeks an answer for the question whether framing migration as a security subject isa new experience in Europe and a new phase of the European migration history in the contextof the Europe s post war migration experience. The transformation of migration into asecurity subject is discussed in a perspective of its parallel and distinctive features with thesupranationalism process of migration in Europe. By taking securitization as a theoreticalbase, prominent remarks were presented with the background of Common EuropeanMigration Policy and phases of post-war migration history in Europe.Migration is one of the securitization subjects which was cited as a case by the CopenhagenSchool. It has evolved both to an important agenda item and also a securitization subject incontemporary Europe, indeed. Hence, Europeanization of migration and its transformation toa securitization subject might be seen as a new experience in Europe and a new phase ofEuropean migration history. However, it is worth to note that this is an outcome of a processand it didn t crop up suddenly. In addition Europe s own internal dynamics and even coloniallinks has been serving as a background within this securitization process.
