AVRUPA BİRLİĞİ’NDE ASGARİ ÜCRETİN UYGULANMASINA İLİŞKİN KARŞILAŞTIRMALI BİR ÇALIŞMA

Ücret konusu iktisadi, sosyal ve siyasal yönlere sahip bireysel ve toplumsal kalkınma göstergesi olarak tartışmaların ortasında yer alan çok boyutlu bir olgudur. Asgari ücret ise ücret konusunun bir uzantısını oluşturan ve onu etkileyen çoğu zaman devleti de işçi ve işverenin yanında bir üçüncü taraf olarak sürece dâhil eden sosyal siyasetin önemli bir konusudur. Çalışmada Avrupa Birliği ülkeleri içinde asgari ücretin uygulanmasının karşılaştırılması amaçlanmaktadır. Bu doğrultuda asgari ücret konusu genel olarak tanımlanmış, asgari ücretin söz konusu ülkeler nezdindeki oluşumu, seviye farklarının reel değeri, iktisadi krizlerin asgari ücretler üzerindeki etkisi konuları öne çıkarılarak değerlendirilmiştir. Makalede literatürdeki yazılı kaynaklara ve çeşitli grafiklere başvurulmak suretiyle nitel-betimleme yöntemi kullanılmıştır.

A COMPARATIVE STUDY ON IMPLEMENTATION OF THE MINIMUM WAGE IN THE EUROPEAN UNION

The issue of wages is a multidimensional phenomenon in the middle of discussions as an indicator of individual and social development with economic, social and political aspects. The minimum wage, on the other hand, is an important issue of social policy, which forms an extension of the wage issue and affects it, often involving the state as a third party a longside the employer and employee. In the study, it is aimed to make a comparison of the implementation of the minimum wage within the European Union countries. In this respect, the subject of the minimum wage was defined in general, the formation of the minimum wage in the countries in question, the real value of the level differences, the effects of the economic crises on the minimum wages were evaluated. Qualitative-description method was used in the article by referring to written sources and various graphics.
