Kamu politikası ve politika analizi çalışmalarının teorik çerçevesi

Kamu politikası ve politika analizi, Türkiye’de henüz nispeten genç bir alandır. Esasen zaten oldukça yakın olan siyaset bilimi ile kamu yönetimi disiplinleri arasındaki ortak zeminde kendine yer bulan kamu politikaları çalışmaları, politika analizi ile beraber ele alınmaktadır. Siyasa yapım süreci, gündem oluşturma, siyasa formülasyonu, siyasa tasarımı, siyasa uygulama ve siyasa değerlendirme gibi aşamalardan oluşmaktadır. Kamu politikalarının etkinliği tüm bu aşamalardan geçen siyasanın düzgün şekilde üretilmesine bağlıdır. Çalışmada kamu politikası ve politika analizi ile ilgili uluslararası literatürde mevcut olan teorik çerçeve ve tartışmalar ortaya konmaktadır.

Theoretical framework of public policy and policy analysis studies

Public policy and policy analysis is a relatively young field in Turkey. As a matter of fact, public policy studies have claimed a place on the common ground between political science and public administration, which are already close. Policy-making process consists of such phases as agenda-setting, policy formulation, policy design, policy implementation and policy evaluation. Effectiveness of a public policy depends on the proper production of the policy which goes through these phases. The study reveals the theoretical framework as well as debates about public policy and policy analysis in international literature.
