Bu çalışmada, yatırımlar ve teşvik kavramları, Türkiye’de teşviklerin nasıl uygulandığı ve ekonomik etkileri vurgulanmıştır. Teşvik bölgeleri itibariyle bölgesel farklılıklar elimine edici teşviklerin etkileri de vurgulanmıştır. Bu çalışma teşvik bölge kavramı hakkında bilgi, teşviklerin oranlarını, amaçları, Türkiye’de teşviklerin tarihini de içermektedir. Yatırımcıların yatırım kararlarında teşviklerin etkileri incelenmektedir. Gerçekte yatırım teşvikleri Türkiye’de yatırım kararı almadan önce düşünülen bir çok faktörlerden sadece biridir. Bu çalışma 1980-2007dönemi Türkiye’deki yatırım teşviklerinin teknik etkinlik analizini de inceler. Bu amaçla, Veri Zarflama Analizinden yararlanılmıştır. Analiz sonucunda elde edilen bulgular teşvik bölgeleri bazında değerlendirilmiştir. Bu etkinliğin ölçülmesi, gelecekle ilgili karar alması açısından yatırımcılar için önem arzetmektedir. Böylece teşviklerin daha iyi ve istikrarlı çalışmasını sağlayabilir. Böylece yatırımcılar daha iyi ve istikrarlı çalışmasını sağlayabilir.

In this study, the concepts of investments and incentives, how incentives are implemented in Turkey and their effects on economics are emphasized. Also, effects of incentives and promotions on eliminating of incentives and promotions on eliminating of regional disparities on incentives regions are emphasized. The study is composed consists of information about incentive region concept, properties of incentives, aim of investment incentives, history of investment incentives in Turkey, Examine incentive impacts on the investment decisions of investors. Investment incentives, in reality, are only one of many factors that investors consider before deciding to invest in Turkey This study analyzes the technical efficiency of the Turkish investment incentives for the period 1980- 2007. Towards this aim, Data Envelopment Analysis technique have been used. The findings that achieved as result of the analysis have been evaluated in terms of the incentives regions. The DEA which is used to measure, İt is of remarkable importance to measure the effectiveness of investor to take decisions about the future. Thus, investors may provide a better and more stable economy.
