Turizm özellikle gelişmekte olan ülkelerin ekonomik kalkınmasında öncü girişimlerden biri olarak değerlendirilmektedir. Turizm hareketleri ile yerel toplumda ve yerel çevrede olumlu ya da olumsuz bazı değişiklikler gerçekleştiği ve kaynakların gelecek nesillerde de kullanımı için sürdürülebilir turizm ilkeleri geliştirildiği görülmektedir. Sürdürülebilir turizmin gerçekleştirilebilmesi için turizmde en önemli paydaşlardan biri olan yerel halkın, turizm süreçlerine başından sonuna kadar katılımı son dönemde toplum temelli turizm anlayışlarını ortaya çıkarmıştır. Toplum temelli turizmde katılım yerel halkın turizmi planlaması, yönetmesi ve getirilerinden adil yararlanması vb. şekillerde gerçekleşir. Toplum temelli turizm yaklaşımı ile yerel kaynakların ve kültürel değerlerin korunması, ekonomik kalkınma, toplumsal refah gibi faydalar gözlenmektedir. Yerel yönetimler yerel halka yakın olma özelliği sayesinde turizmin en önemli paydaşlarından biri olarak görülmektedir. Bu çalışmada, toplum temelli turizm ve yerel yönetimlerin turizm üzerindeki rolünün ve aralarındaki ilişkinin literatürdeki güncel uygulamalar ekseninde teorik olarak incelenmesi amaçlanmıştır. Çalışmada yerel yönetimlerin turizm faaliyetlerinde yerel halkı ve yerel bölgeyi merkeze alan işlev ve sorumluluklarının bulunduğu belirlenmiştir. Sonuç olarak yerel yönetimlerin turizme ya da yerel halka yönelik hizmetlerinin her şekilde turizm hareketlerini ve yerel halkı etkileyebileceği, dolayısıyla yerel yönetimlerin toplum temelli turizmin sürdürülebilirliğinde önemli bir aktör olduğu ortaya çıkarılmıştır.

Tourism is considered as one of the pioneering initiatives in the economic development of developing countries. It is seen that some positive or negative changes have occurred in the local society and the local environment, and sustainable tourism principles have been developed for the use of resources in future generations with tourism movements. In order to realize sustainable tourism, the participation of the local people, one of the most important stakeholders in tourism, in the tourism processes from the very beginning to the end, has recently revealed community-based tourism understandings. In community-based tourism, participation takes place in the form of tourism planning, management and fair use of its benefits, etc by local people. With the community-based tourism approach, benefits such as protection of local resources and cultural values, economic development and social welfare are observed. Local governments are seen as one of the most important stakeholders of tourism, thanks to their proximity to the local people. In this study, it is aimed to theoretically examine the role of community-based tourism and local governments on tourism and the relationship between them in the axis of current practices in the literature. In the study, it has been determined that local governments have functions and responsibilities that centerilize the local people and the local region in tourism activities. As a result, it has been revealed that local governments’ services to tourism or local people can affect tourism movements and local people in any way, therefore, local governments are an important actor in the sustainability of community-based tourism.
