Sağlık kurumları, bir yandan çok sayıda meslek grubundan kişiyi ve birbirleriyle etkileşimde olan farklı departmanları içinde barındırmakta, bir yandan da birbirinden çok farklı kurumların ve sistemlerin yer aldığı karmaşık bir çevrede faaliyet göstermektedirler. Sistem yaklaşımı, sağlık yönetimi düşünce yapısına, bu dış çevre sistemlerini tanıma ve dış çevrenin getirdiği fırsatları görme imkânı vermiştir. Sağlık kurumlarında dış çevre analizi, sağlık kurumunun dış çevresindeki sistemlerde meydana gelebilecek değişim ve gelişmeleri anlama ve bu değişim ve gelişmelerin sağlık kurumunda yaratacağı etkileri, oluşturacağı fırsat ve tehditleri önceden tahmin edilmesine yönelik çalışmaları kapsayan bir süreçtir. Bu çalışma, sağlık kurumunun dış çevresini tanımlayabilmek, stratejik yönetimin bir basamağı olarak sağlık kurumlarında dış çevre analizini sistem yaklaşımı bakış açısıyla ortaya koyabilmek amacıyla yapılmıştır.

From one side, health institutions are hosting a large number of people from different professional groups who interact with each other. On the other side, health institutions are a part of a complex environment which has different institutions and systems. Systems approach gave the possibility to health management of thinking to recognize and see the opportunities brought by the external environment. External environmental analysis in health institutions is a process which covering the studies about understanding changes and improvements that may occur in around the outside of health institution systems and predicting these changes and developments’ implications, opportunities and threats to the health care institutions. This study aims to define the external environment system of health care management and to determine the importance and the implementation of the external environment analysis in health care institutions as a step of strategic management through the systems approach perspective.
