Bu çalışmada kamusal istihdam hizmetlerinin yerelleştirilmesinin, Türkiye’de işsizlikle mücadelenin etkinleştirilmesindeki rolü, İl İstihdam ve Mesleki Eğitim Kurulları özelinde irdelenmektedir. Söz konusu kurul, Türkiye’de kamusal istihdam hizmetlerinin yerelleştirilmesi amacıyla 2000 yılından bu yana Türkiye İş Kurumu bünyesinde faaliyet göstermektedir. Değerlendirmelerimizden hareketle, mevcut yapısı ve işleyişi ile bu kurulun, mevzuatla belirlenen kapsamlı görevleri yerine getirebilmesinin mümkün olmadığı sonucuna varılmaktadır. Kurulun yetkilerinin ve mali, beşerî, teknik kaynaklarının artırılarak kurumsallaştırılması gereklidir; ancak bu tek başına yeterli değildir. İşsizlikle ulusal ve yerel düzeyde etkin bir mücadelenin olmazsa olmaz koşulu, uygulamaya yön gösterecek bir ulusal istihdam stratejisinin belirlenmesi ve makro düzeyde istihdam yaratacak ekonomik ve sosyal politikaların hayata geçirilmesidir.

In this study, the role of decentralization of public employment services in activating fight against unemployment in Turkey is considered in the context of Provincial Employment and Vocational Training Boards. The board operates under Turkish Employment Agency since 2000, with the aim of decentralization of public employment services in Turkey. Our evaluation has shown that with the current structure and functioning of these boards, it is concluded that it is not possible to perform comprehensive duties specified by legislation. It is necessary to increase board’s authorizations and financial, human, technical resources thereby to realize its institutionalization, however this is not enough solely. Sine qua non requirement of effective fight against unemployment at national and local level is determination of a national indicative employment strategy to the practice and implementation of economic and social policies which will create employment at macro level.
